Three-year Action of Modern Logistics Development in Yunnan Province (2022-2024)
This action is formulated to implement the three-year action of strengthening the province by industry, effectively reduce logistics costs, improve logistics operation efficiency, enhance the vitality of logistics enterprises, and effectively serve and support industrial development.
First, the overall thinking and objectives
(A) the overall thinking
1. Strong foundation. Accelerate the completion of the shortcomings and weaknesses of the province’s logistics infrastructure, optimize the spatial layout of logistics facilities, focus on promoting the construction of railway passages and collection and distribution systems, enhance the capacity of existing trunk lines, accelerate the improvement of road transportation networks, and strengthen the construction of port and shipping facilities. Encourage enterprises to actively participate in the infrastructure construction of the overseas connection section of the logistics channel, and improve the level of cross-regional logistics connectivity.
2. Educate the subject. Cultivate a group of local logistics enterprises with strong resource integration ability and advanced operation mode, and form a group of leading logistics enterprises with outstanding main business, high comprehensive service level and strong competitiveness in various sub-sectors and key links. Introduce a group of logistics enterprises with international and domestic influence to build regional headquarters, encourage logistics enterprises outside the province to integrate with local enterprises, large enterprises with small and medium-sized enterprises, and become bigger and stronger through shareholding, merger and reorganization, and cooperative alliance.
3. Promote innovation. Guided by digital technology, we will promote the intelligent construction and transformation of freight stations, logistics parks and logistics centers, and vigorously develop new logistics infrastructure. Promote innovation in the fields of multimodal transport, green distribution, supply chain management, air freight and high-speed rail freight, and develop new logistics formats. Cultivate and develop a new modern logistics economy around channels, hubs, ports and industrial parks. Promote the innovation pilot and institutional mechanism reform in the logistics field, and cultivate new kinetic energy for the development of the logistics industry.
4. reduce costs. We will improve the protection of various elements, take major logistics infrastructure such as national logistics hub, backbone cold chain logistics base and key logistics parks as carriers, promote the effective coordination of different logistics service functions, realize the seamless connection of logistics links such as dry-branch warehousing and distribution, and systematically reduce logistics costs.
(2) Action objectives
Through three years’ efforts, the province has built five national logistics hubs with strong radiation, 10 provincial logistics hubs with obvious support and efficient operation, and the number of national A-level logistics (supply chain services) enterprises has reached more than 150. The logistics transportation system of "public iron, hot water and air" is more efficient and the import and export of goods at the port is more convenient. The proportion of total social logistics cost to GDP is close to the average level in the western region. The modern comprehensive logistics system of "channel+hub+network" has been initially formed, and the logistics operation efficiency has been effectively improved.
Second, the focus and path of work
(A) the logistics channel "short board" special action
1. Promote the construction of railway freight corridors. Focusing on Yunnan border railways, we will strive to start the national "Tenth Five-Year Plan" projects such as Mengzi-Jingxi Railway, Lincang-Qingshuihe Railway and Lincang-Pu ‘er Railway as soon as possible, so as to enhance the freight capacity of Fangchenggang’s sea passage. Accelerate the capacity expansion and transformation of Kunyu Railway, and fully release the capacity of China-Laos Railway freight passage. Accelerate the construction of projects under construction, such as Lixiang Railway and Darui Railway, and extend the planning of new lines to industrial clusters and major producing areas of bulk materials, so as to expand the breadth and depth of railway coverage.
2. Improve the road freight channel network. Relying on the expressway network of "five verticals, five horizontals, one side and two rings", we will focus on promoting the construction of expressways such as Luxi-Qiubei-Guangnan-Funing, Yuxi-Mojiang (expansion and reconstruction) and Mojiang-Pu ‘er (expansion and reconstruction), and accelerate the construction of Wenshan-Tianbao, Lincang-Qingshuihe and other expressways, focusing on accelerating the reconstruction and expansion of the national highway G219 along the border in Yunnan. Relying on the construction of "four good rural roads", accelerate the promotion of qualified township industrial roads.
3. Strengthen the construction of port and shipping freight corridors. We will continue to promote the waterway construction project from boundary pillar 244 of Lancang River to Lincang Port, the waterway construction project in the middle and upper reaches of Lancang River, and carry out the preliminary research work of Jinghong Port, Guanlei Port and Lincang Port. We will speed up the construction of the waterway out of the province in the lower reaches of Jinsha River and Youjiang River, and accelerate the implementation of the capacity expansion and reconstruction project of Shuifu Port and the construction of high-grade waterway from Xiluodu to Shuifu section. In conjunction with Guangxi Zhuang Autonomous Region, accelerate the construction of navigation facilities of Baise Water Control Project.
4. Accelerate the construction of multimodal transport corridors. Accelerate the breakpoints and blocking points of the multimodal transport channel connecting the province’s public railways and public molten iron, and fill the shortcomings in the construction of the collection and distribution system of Shuifu Port, Funing Port, Guanlei Port and Kunming Wang Jiaying West Railway Hub. We will carry out the construction of provincial-level multimodal transport demonstration projects, vigorously develop railway-sea intermodal trains from Kunming, Hekou and Lincang to Guangxi Beibu Gulf, Chengdu, Sichuan, Haiphong, Vietnam and Yangon, Myanmar, cultivate 4-6 provincial-level multimodal transport demonstration lines, and strive to be approved for 2 national-level multimodal transport demonstration projects.
(B) logistics hub "networking" special action
1. Fill in the shortcomings in the construction and operation of national logistics hubs. National logistics hubs such as Kunming, Dali, Xishuangbanna, Honghe, Dehong, etc. carry urban people’s governments. According to relevant national and provincial planning and policy documents, policies and measures to support the construction of logistics hubs will be studied and introduced in 2022. Accelerate the completion of key infrastructure shortcomings such as national logistics hub collection and distribution facilities, smart logistics information platform, and customs supervision facilities. We will accelerate the formation of joint efforts with the main enterprises in the construction and operation of the national logistics hub, establish a monitoring mechanism for the construction and operation of the national logistics hub, and realize the dynamic monitoring of the construction progress and operational effectiveness of the major short-board projects of the national logistics hub, and all of them will be included in the information collection unit of the National Logistics Hub Alliance in 2023.
2. Coordinate the construction and declaration of national logistics hub. Coordinate the joint development of Kunming dry port type and Xishuangbanna (Mohan) land border port type national logistics hub, focus on promoting the construction scheme of Kunming-Xishuangbanna dry port type (land border port type), Dali business service type and Kunming airport type national logistics hub, guide Honghe (Hekou) and Dehong (Ruili) land border port type national logistics hub to optimize the spatial layout and the construction of collection and distribution system, and optimize and upgrade the functional format of Kunming business service type national logistics hub.
3. Accelerate the layout and construction of provincial logistics hubs. Focus on Zhaotong Shuifu, Wenshan Funing, Lincang Linxiang, Yuxi Yanhe, Wenshan Yanshan, Chuxiong Lufeng, Qujing Malong, Baoshan Monkey Bridge and other places to select and support the construction of about 10 provincial-level logistics hubs with strong radiation capacity and efficient operation, so as to promote the rapid growth of the logistics market scale, form a provincial-level logistics infrastructure backbone network linked with the national logistics hub network, and support the efficient operation of the province’s logistics hub network system.
4. Start the establishment of provincial demonstration logistics park. Select 10 provincial-level demonstration logistics parks with perfect functions and distinctive features throughout the province, and give full play to their demonstration and leading role in the logistics infrastructure network of the province. Support provincial demonstration logistics parks to become bigger and stronger, and actively cultivate them into national demonstration logistics parks.
(C) industrial logistics "synergy" special action
1. Promote supporting logistics facilities in industrial parks. Compile the Implementation Plan for Improving the Logistics Supporting Capacity of Key Industrial Parks in Yunnan Province, and define the ways to improve the logistics supporting capacity of key industrial parks in Yunnan Province according to the industrial positioning and actual development needs of the parks. Promote Qujing, Wenshan, Yuxi, Zhaotong, Baoshan, Honghe, Chuxiong and other States (cities) to build a number of provincial-level production and service-oriented logistics bases, and strive to break the logistics guarantee dilemma of "green energy industry".
2. Promote the construction of special railway lines. We will promote the access of large industrial and mining enterprises, newly-built logistics parks and strategic reserves with an annual cargo volume of more than 1.5 million tons to special railway lines, and improve the layout of special railway lines along the backbone channels. Strengthen the reserve of key projects of special railway lines and actively strive to be included in the list of national key projects. Encourage local governments, railway enterprises and enterprises in the park to share and jointly build special railway lines.
3. Promote the structural adjustment of bulk cargo transportation. Around the important commodities in Yunnan, such as aluminum, silicon, fertilizer, coal, sugar, etc., we will make overall arrangements to build a number of provincial-level distribution centers for bulk industrial products, improve the logistics service function of Yunnan’s industrial Internet platform, realize real-time collection, interconnection and sharing of upstream and downstream information such as procurement, production and circulation, and promote the integrated operation level of manufacturing and logistics. In Qujing, Wenshan, Zhaotong, Honghe, Chuxiong and other key areas of transportation structure adjustment, we will strengthen the integration of railway freight yards and port resources, encourage industrial and mining enterprises and grain enterprises to "scatter and change goods", and promote the province’s "revolving iron" and "revolving water".
4. Promote the integration, innovation and development of the two industries. Carry out the "typical guiding method" in depth, encourage the two-way deep integration and development of manufacturing and logistics, and explore the establishment of a development model of logistics manufacturing integration in line with the actual development of Yunnan Province. Carry out in-depth selection of typical cases of deep integration and innovation development of logistics manufacturing industry in Yunnan Province, promote the formation of new paths for high-quality development of key industries, and accumulate innovative experiences that can be replicated and promoted. For the mature provincial typical cases, it is recommended to declare the typical cases of deep integration and innovation development of the national logistics manufacturing industry. Learn from the successful experience of manufacturing industry in advanced areas such as Fujian Province to realize the divestiture of main and auxiliary industries, and encourage and support large manufacturing enterprises in the province to divest logistics services and change from enterprise logistics to logistics enterprises.
(D) Cold chain logistics "strong chain" special action
1. Accelerate the layout and construction of backbone cold chain logistics bases. Accelerate the construction of the national backbone cold chain logistics base in Kunming, and comprehensively improve the regional distribution capacity of characteristic agricultural products in Kunming Plateau. Qujing City and Dehong Prefecture should speed up the layout planning of national backbone cold chain logistics bases, carry out base construction in accordance with technical guidelines, and declare the list of national backbone cold chain logistics bases. Promote the planning and layout of cold chain logistics bases in Chuxiong, Dali, Yuxi, Baoshan, Honghe, Xishuangbanna, Zhaotong, Pu ‘er and Lincang, and accelerate the construction of provincial backbone cold chain logistics bases.
2. Improve the cold chain logistics service capacity of plateau characteristic agriculture. Relying on key industrial counties (cities, districts) such as flowers, vegetables, pigs, cattle and sheep, walnuts, macadamia nuts, fruits and edible fungi, we will make overall plans to promote the construction of provincial-level distribution centers for plateau-featured agricultural products, and extend the whole-process supply chain business such as intensive processing and intelligent cold chain distribution of plateau-featured agricultural products. Based on the regional circulation demand of plateau-featured agricultural products, about 30 origin-based cold chain distribution centers will be laid out to cultivate the brand of plateau-featured agricultural products.
3. Promote the implementation of short-board projects at both ends of cold chain logistics. Focus on the "first kilometer" of plateau characteristic agricultural products, and speed up the construction of small and mobile post-harvest cold chain storage facilities with functions of preservation, pre-cooling and storage. Focus on the "last mile" of urban consumption, increase the construction of urban cold chain pre-warehouses, and encourage mobile cold storage, smart cold chain vending machines, and cold chain self-lifting cabinets to be widely used in the field of urban end distribution.
4. Improve the professional service level of cold chain logistics. Improve the professional service ability of cold chain logistics in key areas and build a professional cold chain service brand. Encourage platform-based cold chain logistics enterprises to integrate cold storage, refrigerated vehicles and other resources, and establish a third-party cold chain logistics monitoring platform. Encourage cold chain logistics enterprises to apply standardized and unitized equipment, and establish a standard system such as quality grading standardization, packaging standardization and product coding that conforms to Yunnan’s reality. Vigorously promote the construction of centralized supervision warehouses for imported cold chain foods in Yunnan Province, and smooth the double circulation channels.
(V) Special Action of "Integration" of Urban and Rural Logistics
1. Promote the demonstration project of urban green freight distribution. Guide the States (cities) to carry out the development planning of urban green distribution system, focusing on solving the problems of difficult access, parking and charging of urban distribution vehicles. Continue to increase the promotion and application of distribution vehicles in new energy cities. Vigorously promote urban green freight distribution, and support interested cities such as Kunming and Baoshan to actively declare national-level urban green freight distribution demonstration projects.
2. Promote the transformation and upgrading of the e-commerce express delivery industry. Build a number of e-commerce express logistics parks and express distribution centers to guide the centralized layout of e-commerce and express delivery enterprises. Encourage e-commerce express delivery enterprises to participate in the construction of high-speed rail and aviation logistics infrastructure, lay out distribution and distribution centers for e-commerce express delivery, vigorously develop air express delivery and high-speed rail express delivery, explore the opening of "point-to-point" high-speed rail freight trains, help Yunhua and Yunzhen go out of Yunnan, and build a "Yunnan brand" for high-speed rail logistics services.
3. Optimize the network of urban and rural distribution facilities. In combination with the work of "building a county-level commercial system" and "express delivery into the village", we will continue to promote the construction of county-level logistics distribution centers and accelerate the completion of the shortcomings in the construction of urban and rural circulation systems. Encourage business circulation, transportation, postal services, express delivery, supply and marketing cooperatives and other enterprise services and networks to sink, extend the service network to rural areas, make full use of the existing terminal resources in rural areas, build a comprehensive rural express service station, expand the two-way logistics channel for agricultural products going up and industrial products going down, and build an urban and rural distribution service network with "one point, multiple functions, and deep integration".
4. Build rural logistics service brand and operation network. Promote the "Chuxiong rural logistics" development model, encourage and guide social capital to participate in and support the construction of rural logistics system, and promote the "rural passenger transport+rural logistics" model. Relying on the network resources such as township supermarket chains, postal outlets, passenger and freight stations, and express terminal outlets, we will build rural distribution nodes connecting counties and villages. Encourage "postal cooperation", "postal cooperation" and "rapid cooperation" to gradually expand the coverage of village-level postal delivery networks.
(VI) Special Action of "Expanding the Foundation" of Aviation Logistics
1. Strengthen the construction of aviation logistics infrastructure. Relying on "Hub 1" (Kunming International Aviation Hub) and "Network 2" (airport network and airline network), we will plan the layout of aviation logistics infrastructure as a whole and build a multi-level aviation logistics network. Accelerate the construction of Kunming airport-type national logistics hub, and fill the shortcomings of supporting logistics facilities at airports in Kunming, Lijiang, Wenshan, Xishuangbanna and Dehong.
2. Improve aviation logistics service capabilities. Guide the integration and development of aviation logistics enterprises with express delivery, cross-border e-commerce and manufacturing, and promote the transformation of service mode from "on-site" to "door-to-door". Encourage aviation logistics enterprises to optimize their operation processes, improve logistics service products such as every other day, every day and within a limited time, and enhance their professional service capabilities. Combined with the construction of China (Yunnan) Pilot Free Trade Zone, the "air+open space" cargo collection and distribution mode will be innovated to promote the development of international transit consolidation business.
3. Promote the construction of new aviation logistics facilities such as drones. Support Yuxi City to build a UAV logistics hub based on Yuxi Regional Airport, and provide experiences and practices that can be used for reference and copied for the whole province. Actively introduce drone operators, break through technical bottlenecks as soon as possible, rationally use existing airport resources, and build a drone freight network.
4. Guide and cultivate aviation logistics supply network. Dock the logistics demand of aviation preference industries such as flowers and matsutake in the province, support the expansion of freight traffic rights, flexibly adjust transportation capacity, meet diversified transportation needs, and actively guide and cultivate the basic supply of aviation logistics. Support and encourage cargo aviation enterprises to open international cargo routes, make full use of the delivery service network of Chinese-funded enterprises in South Asia and Southeast Asia, and explore the international air express supply market.
(VII) Special Action of "Facilitation" of Cross-border Logistics
1. Enhance the network of cross-border logistics facilities. Focusing on the construction of large-scale logistics, we will continue to promote the construction of cross-regional logistics networks that are seamlessly connected at home and abroad. Start the intelligent construction project of border land ports, and strive to improve the level of port informatization. Accelerate the construction of freight corridors at key ports such as Ruili, Hekou, Mohan and Qingshuihe. Accelerate the construction of customs supervision places at Wang Jiaying Railway Central Station, and actively promote the upgrading of customs designated supervision places at Mohan Railway Port.
2. Cultivate Yunnan international freight train brand. Create a brand system of Yunnan international freight trains with "China-Europe trains in the north, new land and sea routes in the east, Indo-China Peninsula Economic Corridor in China in Nantong and Bangladesh-China-India-Myanmar Economic Corridor in the west". Maintain, operate, develop and build China-Laos Railway, build a "golden route" for China-Laos international freight trains, operate the Sino-Vietnamese railway passage, and cultivate a new channel for China-Myanmar Indian Ocean "sea-rail" combined transport. Further connect the China-Europe international freight train network and the western land and sea new channel operation network, and expand the radiation scope to the supply areas and industrial clusters such as the Shuangcheng Economic Circle and Beibu Gulf in Chengdu and Chongqing.
3. Deepen the reform of international customs clearance facilitation. Through "internet plus Customs", the interconnection of all operational links of port freight supervision will be realized, and a unified operation mode of customs ports will be established. Promote the interconnection between customs and other departments, and fully implement paperless declaration of inbound and outbound railway manifests and means of transport. We will increase the use of customs clearance business reform modes such as "through arrival", "two-stage access" and "express railway", and actively explore "one place and two inspections" at Mohan railway port. Cooperate with the state to promote the international cooperation of China-Laos-Thailand "customs clearance" project, and improve the efficiency of customs clearance for trains.
4. Vigorously develop cross-border e-commerce. Accelerate the implementation of the objectives and tasks of the cross-border e-commerce comprehensive experimental zones in Kunming, Dehong and Honghe, and innovate the operation mode. Encourage and support Dali, Xishuangbanna and other qualified states (cities) to build cross-border electronic commerce Comprehensive Experimental Zone. Promote cross-border e-commerce, postal express delivery and other enterprises to lay out cross-border e-commerce marketing, delivery and distribution networks for South Asia and Southeast Asia, and explore the development of the "middle-aged and old trains+cross-border e-commerce" model. Encourage and guide logistics enterprises and comprehensive cross-border e-commerce platforms to "go global" and build overseas warehouses in central cities, major railway freight stations and important ports in South Asia and Southeast Asia.
(eight) logistics enterprises "strong subject" special action
1. Strengthen the cultivation of logistics enterprises. Cultivate innovative logistics listed companies, connect with the capital market to speed up the listing, improve the investment and financing capacity of the logistics industry, and build a plate of listed companies with modern logistics characteristics in Yunnan. Establish a contact system for key logistics enterprises, encourage and guide logistics enterprises to lead the construction and operation of national and provincial logistics hubs, and carry out capital cooperation with platform companies of the people’s government of the city to cultivate a number of logistics hub construction and operation main enterprises with strong resource integration ability and advanced operation mode. Strengthen the cultivation of national A-level logistics enterprises and star-rated cold chain enterprises, and gradually expand the internationally competitive Yunnan modern logistics enterprise cluster.
2. Carry out long-chain investment promotion in modern logistics industry chain. Identify the shortcomings and weaknesses of the province’s modern logistics industry chain, establish a database of investment target enterprises and a database of major investment projects in the modern logistics industry chain, and formulate investment promotion work plans in different years. Each state (city), in combination with the actual development of its own logistics industry, comprehensively carries out the long-chain investment promotion of modern logistics industry chain, and actively introduces international and domestic well-known large-scale logistics and supply chain service enterprises to land in Yunnan or set up regional headquarters and branches in Yunnan.
3. Strengthen the cultivation of online freight platform. Guide the States (cities) to introduce measures to support the development of online freight platforms, and effectively improve the settlement, real-name authentication, invoicing, tax incentives and other issues of online freight enterprises in Yunnan Province. Encourage the transformation of traditional logistics information platform to logistics supply chain platform. Select 10 smart logistics (supply chain) information platforms with good foundation throughout the province for key cultivation.
4. Improve the service capacity of trade associations. Guide the existing provincial logistics associations to accelerate the reform and development, actively play their role, support and encourage qualified enterprises to apply for the establishment of modern logistics industry associations according to law, and support various industry associations to strengthen industry self-discipline and integrity construction. Yunnan Modern Logistics Industry Development Forum will be held annually, and Industry-University-Research exchanges will be carried out in view of the new situation, new policies, new models and new technologies in the province’s logistics field.
Third, safeguard measures
(A) to strengthen overall coordination
Establish a cross-industry, cross-departmental and cross-level coordination and cooperation mechanism to regularly coordinate and study and solve major problems in the implementation of the action. Strengthen the tracking of key tasks and regularly report the progress and completion of the work. All responsible units should establish a coordinated promotion mechanism, refine requirements, quantify indicators, and clarify tasks and annual plans.
(2) Optimize the development environment
Further implement the joint law enforcement mode of highway overload control and strictly implement the unified law enforcement standards. Fully implement the "three inspections in one" of freight vehicles and deepen the implementation of the annual inspection policy for vehicles in different places. Optimize the traffic control measures for freight vehicles, scientifically set the time limit and road sections for no-traffic, and it is strictly forbidden to adopt the regional 24-hour no-traffic policy in urban built-up areas or on a large scale. Provide access convenience for new energy delivery vehicles and cold chain delivery vehicles, and encourage qualified cities to restrict pure electric light vans and closed trucks or only during peak hours. Strengthen the supervision of charging behavior in the logistics field, and clean up and standardize all kinds of charges related to enterprises.
(3) Strengthen the protection of factors
Increase the provincial budget to invest in the preliminary work funds to support the construction of logistics infrastructure such as logistics hubs, backbone cold chain logistics bases, and special railway lines. If they meet the conditions for issuing special bonds, they will actively support them on the premise of preventing debt risks. Co-ordinate the central and provincial budgetary investment, special funds for the development of modern logistics industry and other related existing funds, focus on supporting logistics enterprises to become bigger and stronger, and guide enterprises to build major projects in the province’s important logistics channels and logistics nodes. Ensure the demand for logistics land, and give key protection to major logistics infrastructure projects such as national and provincial logistics hubs, production logistics bases, backbone cold chain logistics bases, international freight trains, e-commerce express delivery and urban distribution in terms of construction land indicators. Guide banks and financial institutions to strengthen financing support for logistics enterprises, and rely on core enterprises to strengthen financial services for upstream and downstream small and micro enterprises.
(D) Support for scientific and technological talents
Support logistics enterprises to set up R&D institutions in conjunction with universities and research institutes, and carry out technical research, technological transformation and transformation of scientific and technological achievements. Establish a technology research and development system to promote the innovation-driven development of modern logistics industry, and make overall plans to ensure the technology research and development of modern logistics industry in the key areas of the province. Promote the convergence of provincial and state (city) talent support policies, the matching of talent work systems and the mutual support of talent development platforms, build an international logistics talent development system and mechanism, and encourage universities in border States (cities) to carry out talent training and exchanges with South Asian and Southeast Asian countries. In the special project of provincial high-level talent training support plan, a number of leading talents and scientific and technological backbones in the logistics industry in the province will be cultivated obliquely.
