　　Legal Daily, Jiaxing, September 18 (Reporter Zhang Hongbing) Jiaxing Public Security Bureau recently cracked a case of spreading obscene articles on a large cross-border network, in which the platforms involved were the aggregation platforms with the largest number of live broadcasts, the largest number of cloud broadcasts and the largest number of agents in the cases cracked by domestic public security organs. The public security organs went to Cambodia twice, and after coordination and communication, they arrested 18 suspects in one fell swoop and escorted them all back to China in six batches. By the time the main suspect was arrested, the mobile App platform has developed more than 16,000 agents, watched more than 3.5 million so-called members and involved 250 million yuan.

　　Aggregate more than 110 live broadcast platforms

　　In March of this year, the public security organs of Jiaxing City found in their work that a mobile App software named "Max" aggregated more than 110 obscene and pornographic live broadcast platforms, and stored many obscene and pornographic videos. It illegally made profits by developing agents at different levels and attracting users to buy membership cards (similar to mobile phone recharge cards). In the live broadcast module, members can watch live performances of hundreds of pornographic platforms, and they can also order obscene pornographic videos. The case involves a large number of people and a huge amount of money. On April 5th, Jiaxing Public Security Bureau set up a task force composed of the leader of the Municipal Bureau, the network police detachment, Nanhu District and the Public Security Bureau of the Economic and Technological Development Zone, and the network security corps of Zhejiang Public Security Bureau mobilized all resources to fully support it.

　　On April 12th, according to the preliminary investigation, the task force dispatched more than 300 police officers to 20 provinces and cities, including Fujian, Shanghai and Guangdong, to carry out centralized network-closing operations on the first batch of identified platform agents, and arrested more than 200 criminal suspects, including Xie Moujian (male, 23 years old, from Zhangzhou, Fujian), the largest domestic agent of the platform, among whom 144 people took criminal compulsory measures. After receiving the net for the first time, the platform still didn’t know how to stop, and continued to develop agents, and constantly promoted obscene pornographic apps in social software such as WeChat, QQ and Weibo, and at the same time colluded with gambling gangs to promote gambling sites with pornographic traffic.

　　In view of the seriousness of the case, according to the requirements of the "full chain strike" of the leaders of the main bureau of Jiaxing Public Security Bureau, the task force decided to continue to dig deep into the case and further discovered that the organizer and manager of the platform were in Sihanoukville, Cambodia. In the meantime, the National Anti-vice and Illegal Publications Office made a special trip to Jiaxing to listen to the investigation of the case. The Ministry of Public Security designated the case to be under the jurisdiction of Jiaxing City and listed it as a special action of the net. During the investigation, Alibaba Security Department also gave strong support.

　　Two went to Cambodia to arrest suspects.

　　According to Zhu Zhonghua, executive deputy director of Nanhu Public Security Bureau of Jiaxing Public Security Bureau, in order to make the case solid, the public security organs went to Cambodia twice. The first time was from May 24th to mid-June, with the strong support of Cambodian police, the criminal dens were basically found out. In order not to startle them, they live in Phnom Penh, which is 6 hours’ drive from Sihanoukville. Every time they go back and forth for 13 hours, they come and go in a hurry.

　　The second time was on August 13th, when the Network Security Bureau of the Ministry of Public Security, the Network Security Corps of the Provincial Public Security Department, the Network Police Detachment of the Municipal Public Security Bureau and the Nanhu Public Security Bureau sent elite troops to Cambodia to carry out arrest and repatriation work. After many coordination and docking with the Cambodian police, the two sides finally reached an agreement on arrest and repatriation. The suspect was hiding in a two-story villa on the outskirts of Sihanoukville, with barbed wire and spikes on the high wall.

　　On August 24, the working group and the Cambodian police arrested the suspect’s hiding place. In one fell swoop, 18 suspects including Chen Mou (male, 37 years old, from Xiamen, Fujian), the person in charge of the platform involved, were arrested, and this mega-criminal gang, which occupied abroad and used the Internet to spread obscene articles for profit, was successfully destroyed.

　　Zhu Zhonghua said that when they arrested the suspect, they opened the room, which was very calm, and 18 people were sitting in front of their computers "working". Where they thought it was safe, they never dreamed that the China police would fall from the sky.

　　Eighteen suspects were escorted back to China in six batches and six flights.

　　It has been found that since August 2017, the criminal suspect Chen Mou, together with Zhou (male, 37 years old, from Xiamen, Fujian) and Guo (male, 32 years old, from Xiamen, Fujian) and others, has solicited members by setting up servers overseas, developing an App to access pornographic live broadcast sources, etc., and spread obscene videos for illegal profit.

　　The suspects are mainly from Fujian. In September 2017, they experimented with pornographic apps in Xiamen, rented servers in Hong Kong and started operations in Macau. Later, I felt that Macau was also the territory of China, and the risk of being hit still existed, so I moved to Cambodia.

　　Chen Mou and other major criminal suspects have been hiding in Cambodia and other places for a long time. By manipulating the domestic general agent, they have unlimited development of first-level agents, second-level agents and third-level agents, increasing prices at different levels, distributing cards, and maliciously spreading obscene pornographic apps, which has caused adverse social impact. Among them, the price of the card sold by the platform to the general agent is about 6 to 7 yuan, and the price of the card sold by the general agent to the first-level agent and the second-level agent to the second-level agent can reach 20 to 40 yuan. By the time Chen Mou and others were arrested, the mobile App platform has developed more than 16,000 agents, watched more than 3.5 million so-called members, and involved 250 million yuan. It is the largest pornographic live broadcast aggregation platform that has been cracked by public security organs nationwide.

　　This case captured the organizer of the criminal group, and also dealt a blow to the entire chain organization structure involving people from more than 20 provinces and municipalities. Under the leadership of the Ministry of Public Security and the Zhejiang Provincial Public Security Department, the four-level public security organs participated in the investigation of the cross-border dissemination network obscene articles. The successful detection of this case has a great deterrent and influence on purifying the network, and the case has a strong demonstration effect. It has achieved the goal of "chasing the source, destroying the platform and breaking the chain", severely cracked down on the illegal and criminal activities of spreading obscene and pornographic information on the Internet, and effectively purified the cyberspace.

　　All sentient beings: It’s all about money.

　　On September 17th, the reporter met the suspects Guo Mouya, Li Mou and Chen Mou Ming in Jiaxing Detention Center and Tongxiang Detention Center.

　　It is understood that Li graduated from junior college and studied locomotive inspection and maintenance. After graduation, he worked in a hospital in Tianjin. Later, he became fascinated with live broadcast, and his monthly income of more than 1,000 yuan was basically rewarded to the live broadcast girl. At the end of 2016, the bonus of more than 10,000 yuan was also brushed to the live broadcast woman. Slowly, he enlisted more than 30 live broadcast women and became the head of the live broadcast platform. He built a group, and the contact with the live broadcast women relied on WeChat, and the commission of the live broadcast women was also paid through WeChat. As long as he found a new live broadcast platform, he took the initiative to contact and lead a team to join. According to him, there are five or six live broadcast women under his command, and some of them took 28,000 yuan in seven days.

　　Guo Mouya studied computer at University. After being introduced by a friend, he went to Cambodia in April this year, mainly responsible for the technical maintenance of the platform. According to him, he took a 20% commission of more than 1 million yuan. He regretted it and felt sorry for his wife and two children at home. He said that when he comes out of prison, he must take the right path and never do anything illegal again.

　　Chen Mou, a 23-year-old graduated from Ming technical secondary school, is the customer service of aggregation platform. When interviewing him, at first he kept his mouth shut and said nothing to the reporter’s questions. Inspired and encouraged by the reporter, he slowly showed the expression of pain and regret. He said that he was not the leader, didn’t know anything, and didn’t earn much. Now he is locked up, which is really worthless.

　　In this aggregated webcast platform, except for a few bosses who can get millions of yuan each, the income of agents and live broadcast women varies widely. Some people get hundreds of thousands of yuan, some people get thousands of yuan, and others get hundreds of yuan.

　　Li Qi, a policeman from Tongxiang Public Security Bureau, said that it was a word "money" that hurt many people. There are four sisters who dragged their children into the live broadcast room, and there are also husband and wife who went into battle together. They don’t care about their children’s studies, and sometimes they even do shameless things in front of their children.

　　Change the vest and commit a crime against the wind

　　Huang Haitao, deputy head of the Netan Corps of Zhejiang Public Security Department, summed up five characteristics in the case of Jiaxing extra-large cross-border network spreading obscene articles for profit.

　　First, the snowball-type development agent, and the platform involved in the Yellow River is huge. Judging from the current investigation, the App platform aggregates 117 pornographic live broadcast sources and stores 18,000 pornographic videos, so as to provide live broadcast and on-demand pornographic performances. Then, through pyramid schemes, agents are developed layer by layer and members are recruited to buy cards, which is illegal for profit, with an average daily sales amount of 150,000 yuan. Up to the time of the incident, the platform has developed more than 16,000 domestic agents, more than 3.5 million members and tens of thousands of anchors who perform obscene and pornographic performances.

　　Second, pornography and gambling are intertwined, and the social impact is extremely bad. In order to attract the attention of netizens, some anchors of the aggregated App platform openly performed obscene and pornographic performances in public places such as parks, and social morality was ruined. Even a large number of platform anchors and members are minors, and the social impact is extremely bad. At the same time, it was found that the criminal gangs that closed the net in Cambodia also set up the gambling sites named "Crown", set up games such as "Baccarat", "Lottery" and "Long Hudou", and put advertisements on the yellow platform to attract members to log on to the website to bet on gambling.

　　Third, the technical tracking of cases is difficult, and it is difficult to strike abroad. In this case, the main suspects, such as platform management, operation promotion and technical support, have been hiding in Cambodia for a long time, and overseas arrest faces many uncertain factors such as the possible existence of "umbrella". The App server involved in the case is located in Hong Kong, and the domain name registration information is stored in the overseas domain name service provider, so it is impossible to obtain effective clues through certificate adjustment. The platform and the agent use special chat tools and special work identities. The above situation has brought great difficulties to the public security organs.

　　Fourth, the people involved are distributed all over the country, and it is difficult to investigate the whole case. In this case, in addition to some major suspects hiding abroad for a long time, there are also individual platform shareholders and a large number of agents distributed in 20 provinces and cities, while there are only a few bottom-level platform members in Jiaxing, so it is difficult to carry out the whole case investigation. After being reported to the Ministry of Public Security for designation, the case was under the jurisdiction of Zhejiang Province. In the arrest stage of the case, the task force coordinated and mobilized the overall police force, adopted the combat mode of the large corps, and went to various places to carry out the network-collecting operation to achieve the full coverage of the case.

　　Fifth, the suspect was arrogant and did not know how to stop committing crimes against the wind. On April 12, after the task force launched the first wave of arrests against the main agents of the platform involved in the Yellow River, the platform relied on its core team to commit crimes abroad, and it could act recklessly. Instead of stopping, it changed its name to "Green" and later renamed it "urbox" and "color", and continued to promote it with great arrogance. After Xie Moujian, a first-class domestic agent in Fujian, was arrested, the platform turned to find a new first-class agent to replace its position, and committed crimes against the wind, seriously provoking the public security organs.

　　This cross-border mega-case, jointly supervised by the National Office for Combating Pornography and Illegal Publications and the Ministry of Public Security, once again proves that the main battlefield for combating pornography and illegal publications is the Internet. The network has no boundaries and borders, and the number of people changes rapidly. Therefore, the whole society must take action and cooperate with various departments to continuously maintain a high-pressure and severe crackdown on all kinds of illegal and criminal activities related to pornography on the current network. At the same time, we should strengthen the safety supervision of webcasting platforms, key websites and new applications, resolutely eradicate the breeding ground for online obscenity and pornography, and strive to create a clear cyberspace.
