How many people have been harmed by brushing a part-time job, chatting with beautiful women, and these frauds?

A curious doctor with an original sense of justice

Today’s article is very long. But be sure to read it patiently.

For the sake of your money.

Come on, let me ask you some questions.

Have you ever received a fraudulent phone call?

Have you ever laughed at it for being childish?

Are you quite confident in your ability to be fooled?

If you say yes.

That’s right.

Liars like your confidence.

You think you are "well-informed", but it makes you a fun leek in the hands of a liar.

So now, please listen to me.

Starting from the most authentic telecom anti-fraud experience within the police

And then realized

You can never fucking fool a liar.

According to incomplete statistics, as of 2019, the number of fraud practitioners has exceeded 1.5 million, and the "black industry market scale" has reached 110 billion yuan. (* Data source Zhongxin. com)

You are not mistaken, which means that telecom fraud has formed a highly perfect and varied "fraud industry chain", and scammers from all walks of life have long been in cahoots, not afraid that you will not take the bait.

You love money, I’m sorry, "part-time billing" is waiting for you.

The swindler asks you to take pictures of the goods with money first, and the other party will return your money and reward together after the filming.

At first, you will even make money. After earning enough to relax your vigilance and spending a lot of money, the liar slipped away with the money.

At this time, you are still in the dark: "He promised to finish this bill and settle the previous accounts together-where is he?"

(The screenshot of the brushing platform provided by the victim looks very standardized)

You love sex, sorry, "naked chat blackmail" is waiting for you.

Pretending to be a beautiful woman and talking naked about temptation.

She said she wanted to see your health if she didn’t want money.

The young guy is really easy to hold back, and he is lured to open the video and turn his head to be saved by the other party.

Then everything is very easy, no money, naked video sent to all your friends, are you afraid?

I am afraid that the weakness of "social death" will be caught by scammers and squeezed. Sometimes, it even ends with "suicide".

Even girls can’t escape the death trap of liars.

You are eager for love, sorry, the high-end "killing pig plate" is waiting for you.

"Gao Fushuai" and "Bai Fumei" fake romantic encounters. When you fall in love with each other, guide you to invest in loans under the banner of being good for you.

People who are deeply in love are blind, and hundreds of thousands of loans have changed hands.

Some people even refuse to believe that they have been cheated and are willing to keep investing money to keep this moment warm.

It’s like fattening piglets and sending them to a slaughterhouse to be slaughtered at will, hence the name "pig killing plate".

(Screenshot of the loan when the victim reported the case, cheating money and cheating)

Even if you don’t want anything, there is still a "Taobao refund" to find you.

The double eleven is near, and the fraud of pretending to be a refund from Taobao customer service is about to usher in a high incidence period.

Steal your shopping data online, pretend to be customer service and call you to lose money.

They especially like to target people who buy maternal and child products or life-saving drugs, because they know that this is an urgent need and you will definitely accept the "refund arrangement" as soon as possible.

Fill in Alipay and verification code, and your money is easy to get.

(The fraudulent refund platform smashed by the police is almost fake.)

Cheat the industry, and even iterate over the old industry and create new industries with your needs.

For example, deliberately playing along with you in a play.

For example, some time ago, "pretending to be an aunt from Jin Dong" was also cheating fans to buy their own fakes.

So I said

No one is better at grasping the loopholes of human nature than a liar.

As long as you have a weakness, they can turn it into money.

Don’t think you can get away with it. Before doing everything involving money and privacy, please check it in many ways and use your head.

A fraud process is a multi-player movement, and scammers will do their jobs.

Efficient, fast and bottomless.

(the slogan on the wall of the fraud company has a strong working atmosphere)

【 Fully staffed, division of labor 】

You will never think that the bright office, complete sets of computer desks and chairs, and neat office workers all want to empty your money.

Here, you can see:

Technical personnel who know IT, script designers who know psychology, salesmen who chat with deceived people …

(The arrest record shows that there are a large number of fraudsters)

Some scammers will go to the dating software to screen the range of deceived people, and through all your information, make a detailed evaluation of whether there is oil and water to squeeze.

The other part will take over the information and chat with you to cheat.

(Mobile phone seized by police)

Do you think that Miss Bai Fumei chatting with you online?

In fact, behind it is such a rough man.

If one can’t talk to you and ask you to pay, then change to the next one and continue to talk to you. Once you take the bait, grab your point and attack.

I cheated all my money, spent all my credit cards, and borrowed money, online loans and usury. You can always spit something out.

[Deception iteration, no need]

In order to defraud more people, fraud companies do not hesitate to develop a full set of training programs for scammers.

For example, "job introduction", the old people teach new people to operate and talk;

For example, the "master-apprentice system", in which a master takes an apprentice and gets started quickly.

"Setting KPI" is even more common, and competition is the driving force.

Before the goal brainwashing, there are KPI incentives. Every day, real money is earned. Liars will fight for your life without fighting chicken blood.

You can’t be fooled by the script, so change the script;

Recently, everyone’s vigilance has improved, so it’s not easy to cheat, so optimize the iterative deception …

(When caught red-handed, the scam scripts on the computer were compiled one by one.)

When the police arrested, they even saw that when they entered the door, there were ten scripts on ten computers, and the leaders were still lambasting the scripts designed by their subordinates for their unattractiveness and unsatisfactory performance.

Barefoot is not afraid of wearing shoes, can you stand it?

Once you are cheated of money, it is even more difficult to get it back.

Because, after the swindler succeeds, he will immediately arrange "money laundering", turn the money into a legal source, and avoid the police to trace it.

Come on, let me ask you a question:

You are walking on the road, and suddenly someone gives you 500 yuan to go shopping and spend whatever you want. Just give him the rest of the change, will you?

When my friends heard about this good thing, they all said that they would let themselves come.

Then, you will unconsciously become a swindler’s "money laundering tool".

Fraud gangs launder money in this way.

The swindler casually finds a little black Internet cafe, gives the bank card with the money saved to the person inside, and asks him to go to the supermarket to buy things casually. You can have whatever you buy, as long as the supermarket gives you the change of the remaining money.

In this way, money becomes a legal source.

(Mobile phone bank cards seized by fraud gangs, etc.)

Even if you look up, you are likely to get the result that even the cards are run by "innocent" passers-by.

Just find a punk by the roadside, give him money, let him get his own card, and transfer the money he cheated here. If you trace it, you’ll only find this punk.

Some fraud gangs use "high returns" to impress normal businesses, and use the company operated by the other party as a money laundering den, and the money they cheat becomes the "legitimate operating income" of the business, which goes unnoticed.

That’s why it’s hard to get back the money you were cheated.

Although fraud gangs can’t be prevented, you can at least do this:

Be a little more vigilant.

No matter how the swindlers change their designs, they will eventually fall on the point of "money". Once you encounter topics such as account password, mobile phone verification, bank card, etc., you should be alert.

Banks, public security, financial departments and other institutions have their own official platforms and will not directly ask you to transfer money and remit money.

I saw all kinds of pornographic gambling advertisements online, so don’t order them! In addition to the application of the official platform, nothing else is downloaded!

Don’t click any SMS links! ! !

If you are cheated, you must call the police!

For example, "telecom fraud" is like an epidemic. Constantly changing new scams, what you encounter may be the lack of police data that others have never seen.

You are deceived, that is, "Patient 0".

As long as you call the police, you can prescribe the right medicine, develop a "vaccine" and reduce the number of "infected people".

Through these data, coupled with the high-tech support of many technology companies, the police can make a "mathematical model of fraud" and infer the next victim.

Anyone who Lu Yu gives you benefits to get a card will be rejected!

Imagine that if all of us don’t give scammers bank cards and mobile phone numbers, they can only use their real information. When tracking down money, catch one and be sure!

Moreover, it is illegal to work for a liar, and you have to go to jail!

Finally, I want you to remember one thing.

It is precisely because "telecom fraud" is so rampant that it is not a person’s business to fight against scammers.

This is also my original intention of writing this article.

Every time you forward it and watch it, you can do your part to expose the cheater’s tracks and make more people pay attention to it!

On your own, you can never beat a liar.

But with us, one day, the liar will never see the light of day! ! !

Finally, I would like to thank the Anti-Fraud Center of Suzhou Industrial Park Public Security Bureau for its support to this article. Some of the pictures in the article are the real process of the park police arresting fraud gangs.

If you have the ability and are willing to cooperate with the police, you can contact me by private letter. You are most welcome!

Doctor, for a minute, the posture keeps rising.

-End of this period-

Welcome to share your circle of friends ~

I’m Dr. Curious

Nice to meet you.

"The rush hour of Siping police affairs" is scheduled. Brother Erlong Lake returns to the rivers and lakes to play identity reversal and laugh at the National Day.

Directed by Siping Public Security Bureau, directed by Zhang Hao, co-directed by Chen Weiqiang, starring Zhang Hao, Raquel, Dong Zheng, Woolworth, Bado, Zhang Haosen, etc., the film "The Rush Hour of Siping Police Affairs" specially starred by Li Chengru has been scheduled to be broadcast exclusively on Tencent video on October 4.

The film tells the story of Zhang Hao, who has just been released from prison. Because of avoiding usury and collecting debts, he has changed his identity with Black Dragon, the leader of the cultural relics reselling gang, and staged a ridiculous farce.

The little guy and the gangster exchanged identities, and treading on thin ice kept laughing.

Zhang Hao, who was imprisoned for theft, decided to turn over a new leaf after his release from prison, but he didn’t expect that his life after three days was full of so many accidents. In order to avoid illegal debt collection by usurers, Zhang Hao accidentally exchanged identities with the black dragon who looks exactly like him. I didn’t expect that the other party was the underworld eldest brother who came to Siping City to do cultural relics reselling transactions. At the same time, the "Black Dragon Brother", who has always been all-powerful, was also captured by usury gangs. On the one hand, the little people at the bottom mutate into the leader, and on the other hand, the ruthless big brother becomes a prisoner, and the situation is out of control ……

Zhang Hao’s "big brother" is treading on thin ice. He not only has to clumsily learn all kinds of skills to become the black dragon brother, but also has to deal with the remaining two people in the criminal gang. At the same time, his brother Woolf and others before he went to prison will also appear from time to time to recognize his identity, which is full of crises. The most important thing is that Zhang Hao, a little guy, also has his own sense of morality and justice. In the process of posing as the Black Dragon, he personally contacted an important cultural relic reselling case. Facing the call of conscience and civic responsibility, what choice will Zhang Hao make? And what kind of turn will his unexpected appearance bring to the whole case?

Online celebrity IP launched a big movie, Hao Ge returned to the rivers and lakes and set off a comedy trend again

The original IP of the film "The Rush Hour of Siping Police Affairs" comes from the official Tik Tok account "Siping Police Affairs" of Siping Public Security Bureau. This account has more than 15 million fans, and the cumulative video likes are as high as 150 million. It is a well-deserved online celebrity IP. It educates all kinds of knowledge about popularizing the law through original comedies, and successfully creates widely popular characters such as Dong Shu, Zhang Daochang and Wu Zhengwei, which are deeply loved by the audience. It is a phenomenal account of government affairs from the media into the short video era, leading the development trend of government affairs accounts that are people-friendly and interesting, and has won the honor of "Four Hundred" new media accounts of politics and law issued by the Propaganda and Education Bureau of the Central Political and Legal Committee and the Ministry of Public Security.

The film is the first film work of "Siping Police" IP, which was created and starred by the original class. Zhang Hao, the director and leading actor, has made great achievements in the film industry with his works such as Siping Youth, The Rise of Erlong Lake, The Heroes of Siping Youth vs. Young People, and he is also the director and planner of the official Tik Tok account of Siping Police Affairs. This time, he is the main creator of Siping Police Affairs Rush Hour, and he has launched a brand-new story for the audience, which is full of sincerity. Chen Weiqiang, a famous filmmaker, also served as the co-director of this film. He has supervised the film "Anti-drug 2" by Shock Wave 2 Shock Wave 2, and has rich experience in first-line film production. Producer Wang Yuci is also Zhang Hao’s old partner for many years. He has produced Siping Youth series, Love Story of Erlong Lake, Mr. New Zombie 2 and other works, and can be called a gold medal producer in the industry. I believe that the first-class production team will also become a strong guarantee for the quality of the film.

As another masterpiece of Zhang Hao’s comedy, this film will bring many surprises and highlights to the audience, relying on the distinctive drama style and good influence of "Siping Police Affairs" IP. The film’s laughter is solid and natural, combining the innate sense of humor of the Northeast with the grounded sense of life, presenting many high-energy famous scenes such as bathing in the bathhouse, eating barbecue, tattooing and carpooling, which will definitely make you laugh. Around the whole story, Zhang Hao imitates Brother Black Dragon, Black Dragon is beaten by fat, Zhang Hao deals with Sister-in-law, and the cultural relics case is solved skillfully, which can also be described as hilarious everywhere. In addition, the film is excellent in production, with exquisite details, and rich elements such as adventure and car chasing. The presentation of a car chasing scene in the film can be described as very generous, even chasing several kilometers, several cars colliding, thrilling, and completely large-scale visual sense, which is also one of the famous scenes that the film should not miss.

US Department of Defense research reveals that bullets will turn and soldiers will "transform" into Spider-Man

Our reporter Liu Xia comprehensive foreign news

DARPA has been engaged in the most important scientific and technological research, and its achievements have attracted worldwide attention. For example, the well-known major inventions such as the Internet, Global Positioning System (GPS) and stealth fighter are all due to DARPA. Moreover, DARPA is currently developing technologies related to military or intelligence systems, which can not only "show their talents" on the battlefield, but also be expected to exert a significant influence outside the battlefield.

In a recent report, the American Business Insider website listed 15 amazing cutting-edge technologies that DAPRA is currently carrying out, including bullets that can change direction in flight, high-energy lasers, flying trucks and so on.

  A bullet that turns

The "EXACTO" project is the first bullet that can aim automatically. EXACTO bullet can change its direction and path with the movement of the target in flight, and overcome the influence of factors that lead to bullet deviation.

DARPA said that the optical probe on the bullet can detect the laser on the target, and then the heat sink on the bullet can guide the bullet to the laser, so as to achieve accurate aiming. This kind of bullet can improve the combat effectiveness of snipers and ensure the safety of soldiers by increasing the range and shortening the engagement time. The Ministry of National Defense has successfully conducted live-fire shooting experiments. It is reported that at present, DARPA has invested 25 million US dollars in the EXACTO project.

High-energy laser capable of destroying missiles

The HELLADS project is an ambitious project. Its goal is to develop an airborne high-energy laser weapon with a volume of less than 3 cubic meters and a weight of less than 5 kilograms and a power of 150 kilowatts. It is a laser weapon suitable for being installed on bombers, transport planes or aerial tankers, and can destroy surface-to-air missiles aimed at aircraft.

Generally speaking, the speed of surface-to-air missiles exceeds the speed of the aircraft they want to attack, so it is difficult for aircraft to avoid missile attacks. The HELLADS system tries to shoot down missiles with lasers. The speed of high-energy laser makes it superior to most conventional weapon systems and ammunition. Laser travels at the speed of light, and it takes almost no time from launching to having an impact. Because of "zero flight time", high-energy laser can affect the target immediately after correct judgment. Another significant advantage of high-energy laser is its long-distance accuracy.

Milestones of the project include a ground test in 2011 to shoot down two SA-10 surface-to-air missiles at the same time, and a similar aerial test in 2012 and 2013. These tests will promote the development of high-energy laser weapons for combat defense beyond military applications.

DARPA also plans to further enhance the performance of HELLADS laser, making it an offensive weapon that can destroy enemy ground targets.

The common obstacles that must be overcome in developing high-energy laser weapons are cost, anti-laser defense and collateral damage. DARPA said that none of these obstacles are insurmountable.

  Flying truck

ARES (Reconfigurable Embedded System in the Air) is an unmanned transportation tool being developed by DARPA. It is actually a flying truck, which can change the corresponding modules for different tasks: reconnaissance, personnel or cargo. The system has mobile and multipurpose vertical take-off and landing capability, which provides flexible transportation for more small troops without being restricted by terrain factors, and can deliver goods to hard-to-reach areas faster and more effectively and provide other key services.

ARES will have a dual mode, which can not only travel at high speed on the ground, but also take off and land vertically at high speed. DARPA hopes that ARES can deal with improvised explosive devices and avoid air threats, such as air-to-air missiles.

  "big dog" robot

The "Robot Animal Support System" (LS3) project proposed by DARPA and being developed by Boston Dynamics Company aims to develop a semi-autonomous robot with high mobility and four legs, which is mainly used to carry heavy loads for soldiers in the battlefield. Founded by scientists from Massachusetts Institute of Technology, Boston Dynamics specializes in developing robots that move like animals.

The "big dog" robot can follow the infantry through rugged terrain, and can follow the soldiers in complex terrain such as Woods, rocky land, obstacles and urban areas. It is similar to a trained animal, and may also have the ability to maneuver at night, which can become a mobile auxiliary power supply for troops, so that troops can charge the batteries of radios and handheld devices when patrolling.

A computer is installed inside the "Big Dog" robot, which can adjust its walking posture according to the change of environment. A large number of sensors can ensure that the operator can track the position of the "big dog" in real time and monitor its system status.

At present, the "big dog" robot can go to 70% of the places where troops March & mdash; In 80% places, the developed model can carry hundreds of pounds of load, which can greatly reduce the burden on soldiers. The "big dog" robot is currently being tested by the US Marine Corps in Hawaii. In the next task, it will also carry out important water delivery tasks to solve the water shortage problem of the army in complex terrain without water sources. Moreover, in order to reduce the risk for the combatants in the battle, DARPA asked Boston Dynamics to design and manufacture a "big dog" robot with better mute performance and bulletproof performance.

  Intelligent sight

DARPA’s "One Shot" XG project aims to develop a computing system that can be installed on the barrel or sight to improve the shooting accuracy and hit rate of snipers, so as to maximize the operational performance of current and future weapons.

The intelligent sight is equipped with a computing system based on Linux on the barrel or sight, which can calculate many variables such as wind speed, moving obstacles, maximum killing range of weapons, and provide an ideal aiming point for snipers. The XG project of "One Strike Must Be Hit" began to be tested in March 2013.

  Real-time air support system

Since the close air support tactics appeared in the First World War, its mode has not changed — — Pilots and ground troops need to confirm the target through voice commands and shared maps. DARPA’s Continuous Close Air Support (PCAS) project fundamentally redefines this concept.

PCAS will enable ground troops to share real-time environmental situation and weapon data with pilots on the plane, which will enable pilots to focus on multiple targets at the same time. Moreover, PCAS is also designed to greatly reduce the time for ground troops to call air support and the arrival of aircraft on the battlefield.

Let the soldiers "transform" into Spider-Man

American soldiers must be able to fight in every conceivable environment, including places where soldiers need to rely on ropes, ladders and other heavy climbing tools to climb over physical obstacles. In order to overcome this challenge, DARPA initiated "Spider-Man" (Z-Man), which aims to imitate the natural climbing ability of geckos and spiders.

One of the main products of "Spider-Man" project is Geckskin, which is a synthetic material with high grip and can make people crawl on the walls of various materials like a gecko, even on smooth glass. In the experiment conducted in 2012, a 100-square-centimeter "gecko skin" was successfully adhered to the glass wall, and it can bear 300 kilograms to keep the adhesion state.

Matt Goldman, project manager of "Spider-Man", said that the biggest challenge faced by researchers is to know how to transform the mechanism of gecko’s crawling and reverse process into a perfect combination of biology and physics.

Technology that can eliminate language differences

BOLT is exploring new ways of communication, providing translation and language analysis for online and personal communication. The initial stage of the project is to help soldiers and officials translate English into the listener’s mother tongue in real time, and vice versa. DARPA’s ultimate plan is to make BOLT a powerful tool to help everyone communicate more fluently without learning the other person’s language.

Drones that can be suspended for years

DARPA signed an $89 million contract with Boeing to develop the Solar Eagle UAV as part of the Vulture II program.

Pat O ‘Neill, director of the Bald Eagle II project at Boeing Ghosts Studio, said: "‘ Sun Eagle ’ It is a large unmanned aerial vehicle with special layout, and it is designed to fly continuously at stratosphere altitude for at least 5 years. This is a daunting task, but the high-reliability solar motor design proposed by Boeing will meet such requirements, so as to perform communication, intelligence, surveillance and reconnaissance tasks at a height of more than 60,000 feet. "

This kind of plane has a wingspan of 120 meters, equivalent to 40 stories high, and can fly in the stratosphere. According to the contract of the second phase of the "Condor" project, Boeing will develop a full-scale flight verification machine, which also includes improving the maturity of key power systems and structural technologies. During the test, the "Sun Eagle" verification machine will stay in the upper atmosphere for 30 days, and collect solar energy during the day and store it in the fuel cell to provide energy for night flight.

  Virtual reality contact lens

The project "soldier-centered imaging by computer camera" (SCENICC) started in 2011 and is still in the early stage of research and development. The project aims to integrate advanced imaging technology, optical remote sensing, immersive display and video processing, and finally develop a contact lens. The contact lens can enhance the normal vision of combatants, and at the same time, it can see the virtual reality images provided by the display equipment more clearly. In the whole process, it can provide soldiers with real-time information related to the tasks they are performing without the help of huge and bulky optical components, thus eliminating the defects in the intelligence, surveillance and reconnaissance (ISR) capabilities of individual combat.

A surveillance airship that has been flying for ten years

"Integrated Sensor Real-time Structure" (ISIS) is a project jointly launched by DARPA and the US Air Force. It aims to develop an unmanned stratospheric airship with a sensor antenna, which contains a radar almost as big as the airship, which can carry out continuous and extensive aerial reconnaissance and tracking tasks, and at the same time, rely on radar and other airborne sensors to obtain extremely high air and battlefield scan resolution.

The airship will be completely powered by solar energy, and it can continuously monitor the ground and air targets for up to 10 years.

Navy supply platform hidden under the sea

For the navy, replenishment in remote waters is one of the key challenges it needs to face.

DARPA started the Floating Load (UFP) project in 2013. The project aims to deploy supplies on the seabed, which will be placed in special capsules, which can be kept under extreme pressure on the seabed for many years. Once necessary, the passing ship needs to send a signal to the replenishment system to make it float to the surface to complete the deployment. This is the so-called "sinking first and then floating".

A helicopter that functions like an airplane.

The "VTOL X-Plane" aims to further advance the boundary of hybrid-wing aircraft, and develop a model that exceeds the "V-22 osprey".

V-22 Osprey tilt-rotor aircraft is a tilt-rotor aircraft jointly designed and manufactured by Bell Company and Boeing Company of the United States. The tilt-rotor aircraft has the advantages of vertical lifting capability of helicopters and higher speed, longer range and lower fuel consumption of fixed-wing propeller aircraft. The V-22 was developed as early as the 1980s, and began to serve in the US Marine Corps in 2007, replacing the CH-46 Sea Knight helicopter for rescue and combat missions. In 2009, the US Air Force also began to equip with the V-22.

The goal of the VTOL X-Plane project is to develop a new type of aircraft, with a flight speed of 555— 740 km/h, and it can still have super-efficient hovering ability after carrying a load of 2177 kg. This aircraft will go through three research and development stages, starting in October 2013 and continuing until the end of February 2018.

  On-demand imaging satellite

DARPA hopes that its military personnel can control satellites to provide real-time updated images according to tactical tasks, and its project "SeeMe" is aimed at enabling soldiers to view the latest satellite images on demand.

The SeeMe project involves multiple satellites orbiting the Earth in groups. These satellites can provide accurate images of any place within 90 minutes, which is expected to provide services for military intelligence agencies. These satellites can run for 60 to 90 days, and then fall into the atmosphere and burn without creating space junk.

The "SeeMe" project is to gather inexpensive satellites in groups, allowing ground troops to click the "SeeMe" button on handheld devices (such as smart phones or tablets) and receive accurate satellite images of any place within 90 minutes.

The system consists of 24 small satellites running in extremely low Earth orbit. These satellites can run for 60 to 90 days, and then fall into the atmosphere and burn, without creating space junk. The cost per satellite is $500,000.

  Precision light military laser gun

The U.S. Department of Defense has always been worried about the traditional weapons used in urban warfare, because this way of fighting will not only damage the other side’s troops on a large scale, but also cause some collateral damage to its own side, in addition, it may also hurt innocent people. In order to minimize casualties, the military laser gun project called "Rapier (a symbol of invincible weapon in the west)" came into being.

The weight of this military laser gun is only one tenth of that of the traditional laser gun, and it is compact and can be held almost by hand. DRAPA’s goal is to eventually generate 100 kW laser, which can accurately strike ground and air targets.

U.S. Department of Defense officials added that these laser devices developed for aircraft can also be used for laser communication, radar target marking, aircraft self-defense and so on.

The latest World Economic Outlook released by IMF shows that the global economic recovery still faces persistent challenges.

On June 29th, customers shopped in a supermarket in Foster City, San Francisco Bay Area, USA. Xinhua News Agency reporter Wu Xiaoling photo

The International Monetary Fund (IMF) recently released the latest World Economic Outlook, which predicts that the global economy will grow by 3% in 2023, 0.2 percentage points higher than the forecast in April this year, but still lower than the historical annual average of 3.8% (from 2000 to 2019). The IMF said that the pace of global economic recovery is slowing down, and the gap between various economic fields and regions is widening. Some major economies are not expected to bottom out before the second half of 2023, and the world economy will still face lasting challenges.

"There are more and more signs that global economic activities are losing momentum." Pierre, chief economist of IMF — Olivier Gourinchas said at the press conference that although some adverse risks have eased, the risks facing the global economy are still on the downside. These risks include that interest rate hikes adopted by central banks to fight inflation continue to drag down economic activities, and the core inflation rate excluding energy and food prices is still far above the central bank’s target.

The growth rate of developed economies slowed down.

The slowdown in the growth rate of developed economies continues to be the main reason for the decline in global economic growth, which is mainly due to the weak manufacturing industry and other factors that offset the pulling effect of strong service industry activities. The IMF predicts that the growth rate of developed economies will drop from 2.7% in 2022 to 1.5% in 2023, and the economic growth rate of about 93% developed economies will slow down in 2023. In 2024, the growth rate of developed economies is expected to further drop to 1.4%.

Specifically, the IMF predicts that the economic growth rate of the United States will slow down from 2.1% in 2022 to 1.8% in 2023, and then further slow down to 1% in 2024. Due to the strong consumption growth in the first quarter of this year, compared with the previous forecast in April, the growth forecast of the United States in 2023 was raised by 0.2 percentage points. However, as the extra savings accumulated by consumers during the COVID-19 epidemic are decreasing, and the Federal Reserve may raise interest rates further, this consumption growth momentum will not continue.

The economic growth rate of the euro zone is expected to drop from 3.5% in 2022 to 0.9% in 2023, and then rise to 1.5% in 2024. This forecast remains basically the same as before, but the composition of economic growth in 2023 has undergone new changes. Among them, due to the strong growth of service industry and tourism, Italy’s economic growth rate was raised by 0.4 percentage points to 1.1%. Spain was raised by 1.0 percentage points to 2.5%. However, in the first quarter of 2023, Germany showed signs of weak manufacturing activity and economic contraction, which reduced its economic growth rate by 0.2 percentage points to -0.3%.

In addition, the IMF predicts that the British economy will grow by 0.4% and 1% respectively this year and next; Japan’s economy will grow by 1.4% and 1% respectively this year and next.

In contrast, the economic growth prospects of emerging markets and developing economies are basically stable in 2023 and 2024, and their economic growth rates are expected to reach 4.0% and 4.1% respectively. However, there are significant differences among regions, among which the economic growth rate of emerging markets and developing economies in Asia is expected to rise to 5.3% in 2023.

The IMF maintained its forecast for China’s economic growth, and predicted that China’s economy would grow by 5.2% and 4.5% this year and next. In this regard, Gita Gopinath, the first vice-president of IMF, said that the developed economies are generally weak in growth this year, while the emerging markets and developing economies are expected to achieve faster growth, among which China plays a very important role. In Gopinath’s view, although China’s economy is currently facing adverse effects such as declining external demand and tightening monetary policies in some major economies, China has a large space for relevant economic policies, which can inject new momentum into economic growth through coordinated efforts of fiscal and monetary policies.

  Core inflation has declined slowly.

Due to the drop in energy prices, the overall inflation rate of most economies has declined in recent months, but the downward rate of core inflation is slower than the overall inflation, which is still far higher than the target of most central banks and more lasting than expected. According to the IMF’s forecast, with the tightening of monetary policy and the fall of international commodity prices, it is expected that the average annual overall inflation rate of about three-quarters of the world’s economies will decline this year. The global inflation rate will drop from 8.7% (annual average) in 2022 to 6.8% in 2023, and further drop to 5.2% in 2024, but it is still higher than the level of about 3.5% before the epidemic (2017-2019).

The decline of core inflation rate is even slower. The global core inflation rate is expected to drop from 6.5% in 2022 to 6.0% in 2023 and 4.7% in 2024. Take the euro zone as an example. According to Eurostat data, the harmonized consumer price index (HICP) in the euro zone increased by 5.5% in June. From the perspective of sub-items, although energy prices continued to decline, the prices of other sub-items all increased in different degrees. Among them, the prices of food, tobacco and alcohol increased by 11.7% year-on-year, the prices of non-energy industrial products increased by 5.5%, and the prices of services increased by 5.4%. Excluding volatile food and energy prices, the core HICP of the euro zone rose by 5.4% in June compared with the same period of last year, which shows that the core inflation rate of the euro zone is still at a high level, and this data is unlikely to prevent the European Central Bank from raising interest rates by 25 basis points at its meeting in July.

Overall, among the economies that implement the inflation targeting system, the inflation rate of 96% will continue to be higher than the target in 2023, and the inflation rate of 89% will be higher than the target in 2024.

The IMF warned that extreme weather conditions such as high temperature have frequently occurred in the world recently, and the El Niñ o phenomenon may make global warming more extreme, aggravate drought and push up commodity prices. In addition, if the Ukrainian crisis intensifies, it will further push up the prices of grain, fuel and fertilizer. If there are more shocks, inflation may remain high or even rise, thus triggering further tightening of monetary policy. If the market adjusts as the central bank tightens its policies further, the turmoil in the financial sector may reappear.

  Downside risks still exist.

The report believes that the multiple risks facing the global economy will keep the possibility of downside high.

First, financial markets may re-price. Since April, the financial market has raised its expectation of monetary policy tightening, but it still expects that the degree of policy tightening will be smaller than the signal sent by policymakers. This increases the risk that unfavorable inflation data will lead to a sudden rise in interest rate expectations and a fall in asset prices, and may further tighten the financial environment, putting pressure on banks and non-bank financial institutions whose balance sheets are extremely vulnerable to interest rate risks.

Second, the debt dilemma may intensify. Since the banking crisis broke out in the United States in March 2023, the global financial environment has generally relaxed, but the borrowing costs of emerging markets and developing economies remain high, reducing their fiscal space for priority spending and increasing the risk of getting into debt trouble.

In addition, in view of geopolitical tensions such as the Ukrainian crisis, global economic fragmentation remains another major risk, especially for developing economies. This may lead to more restrictions on trade, especially in the cross-border movement of key minerals, capital, technology and workers. At the same time, it may aggravate the fluctuation of commodity prices and hinder multilateral cooperation among countries.

Therefore, the IMF said that central banks should continue to focus on fighting inflation and strengthening financial supervision and risk monitoring. If there is further financial shortage, countries should provide liquidity quickly. In addition, the IMF suggested that countries should establish financial buffers to cope with further shocks and ensure support for the most vulnerable groups.

Yantai baby seal was named "Little Lucky" and was initially judged to be a wild seal.

Recently, a seal came to the East Fort Seal Bay in Zhifu District, Yantai City, Shandong Province, which aroused widespread concern among citizens and netizens. Netizens named the seal "Little Lucky". On April 26th, Qilu contacted many parties to answer your questions.

The relevant staff of Zhifu District Marine Development and Fisheries Bureau introduced that on April 17, the bureau received a report that the staff of East Fort Seal Bay found a western Pacific spotted seal and immediately arranged personnel to go to the scene to check and dispose of it, and reported the relevant situation to the Municipal Bureau.

According to the on-site observation of the staff, it is judged that the seal is about 4 -8 years old, healthy and can eat normally, and the lens in the right eye is turbid, which may have vision problems. However, due to the large number of reefs in the current sea area, it is easy to cause accidental injuries by rushing to provide medical assistance to the seal. At present, the seal is fed daily by the keepers of the East Fort Seal Bay and its physical condition is observed.

In the next step, Zhifu District Marine Development and Fisheries Bureau will continue to pay attention to the health status of this seal, and once its vital signs are found to be declining, it will cooperate with provincial and municipal experts to take further rescue measures.

Where do seals come from? A professional in the field of marine fisheries analyzed that the statement of "sneaking out of the aquarium" was not reliable, because all the seals in the aquarium were numbered, and no numbering and positioning equipment was found on this seal. "Although the seal is close to the staff of the East Fort Seal Bay who first discovered it, it is understood that the staff initially fed by throwing food at a distance. Seals are very smart, and their IQ is equivalent to that of a five-year-old child. With these days of getting along, it is not uncommon to get closer to people. "

He further analyzed that the main distribution range of spotted seals in the western Pacific Ocean includes the Yellow Sea and Bohai Sea in China, and Yantai fishermen often see seals when they go out to sea, so the preliminary judgment should be that they are wild seals from the sea.

On social media, many netizens joked that "seals can be’ collected’ into Seal Bay". In this regard, the professional believes that it is much better to leave it in the wild than in the artificial environment. First of all, if wild seals are "collected" into Seal Bay, the mortality rate is very high, and it is easy to scare them. Once the seals are frightened and enter a strange environment, they will refuse to eat, which will do great harm to their health. Secondly, this seal is an adult, not as receptive as a young seal, and it is difficult to get used to the environment of artificial captivity. In addition, if the seals in Seal Bay find strange seals joining in, they will also reject them. Therefore, at present, the living condition of this seal is the best.

Regarding the future whereabouts of the seal, the insider said, "It should not stay here all the time. In the future, it may meet a group of spotted seals swimming nearby and then leave with the big troops."

The staff of the East Fort Seal Bay said, "Netizens gave the seal a name called’ Little Lucky’. Now, many people have come to see this seal, some have fed it themselves, and some have taken pictures of it with’ long guns and short guns’. If it doesn’t leave during the May 1 holiday, it is likely to attract tourists to punch in here, and then it will really become a’ online celebrity’ seal. "

To "save" health insurance, McKinsey proposed these three breakthrough paths.

editorial comment/note

For a long time, health insurance, represented by critical illness insurance, is one of the most important types of personal insurance market, one of the most important ways for agents to survive and insurance companies to save embedded value. At the same time, it is also one of the most recognized and accepted types in the market. Therefore, health insurance has also become the fastest growing insurance in the past 10 years, with a compound annual growth rate as high as 33%.

However, in 2021, especially after the old definition of critical illness insurance completely withdrew from the market, health insurance unexpectedly hit a rock. Although the growth rate of medical insurance represented by Huimin Insurance is still rapid, the critical illness insurance that contributed the most premiums quickly fell into a downturn and has continued to this day. According to industry exchange data, the growth rate of new single premiums of critical illness insurance has been below -30% since 2021.

People in the whole industry are thinking hard: whether from the insurance depth, density and other indicators, or from the expectations of social supervision for commercial health insurance, this market is far from saturated, but why can’t it be sold?

Mckinsey’s latest report, The Challenge and Breakage of Commercial Health Insurance in China (hereinafter referred to as "Report"), gives its own detailed answer to the problem of breaking the health insurance that the industry is most concerned about.

Mckinsey said in the Report that the commercial health insurance supported by policies has a broad growth space. The root cause of the current dilemma lies in the structural mismatch between the supply and demand sides, which makes it impossible to effectively stimulate market demand. At the same time, the core capacity building of insurance companies is still insufficient, which is also one of the important reasons for the dilemma.

Based on the above analysis, combined with the observation of typical systems and institutions in developed insurance markets in developing commercial health insurance, McKinsey finally pointed out three major directions for domestic insurance companies to break commercial health insurance:

Integration of medical insurance and raising value

Technology empowers and increases efficiency.

Multi-party cooperation to expand coverage

The following are the details extracted from the Report:

The present situation and predicament of commercial health insurance have different appearances and causes in different customer groups. At present, there are two main types of customers who buy commercial health insurance in the market: one is the customer who seeks the protection of medical expenses, and the other is the customer who pursues high-quality medical services. For the former, the most important function of commercial insurance is to hedge the risk of medical expenses and reduce the pressure of medical expenses; The latter is more inclined to obtain a better medical environment, better medical services and faster medical procedures by purchasing commercial insurance.

There are three main reasons for the insufficient development of health insurance for customers seeking medical expenditure protection:

1. From the demand side, the market demand of commercial health insurance in China has not been fully tapped. The overall cost of medical expenses is low, and the probability of catastrophic medical expenses is small, which leads to insufficient willingness and motivation of residents to purchase commercial insurance. At the same time, limited by market education, most residents lack due understanding of the coverage of basic medical insurance and the additional protection functions of commercial insurance.

2. From the perspective of supply and demand matching, the current market product supply cannot effectively stimulate potential demand. At present, there are many mismatches in mainstream health insurance products, such as "health care for healthy people does not guarantee non-standard", "medical insurance does not guarantee medical insurance outside" and "short-term insurance does not guarantee long-term", so it is often difficult for people who need the most protection to participate in insurance effectively.

3. From the supply side, in order to avoid the risk of compensation, the lack of core competence of insurance companies leads to their subjective screening of insurable people. Due to the short operation time of commercial health insurance, insufficient data accumulation and the insufficient development of medical service providers in China, insurance companies generally lack the core capabilities of deep integration with the medical service system, refined risk management and accurate capture of customer needs, which makes it difficult for them to develop products that stimulate market demand from the source.

For the customers who are pursuing high-quality medical services, although more and more residents are willing to pay for the upgrade of medical services, the number of such needs is still limited, which fails to effectively expand the scale of commercial medical insurance. The share of high-end medical services in the whole medical service market in China is less than 1%. The reason is that, from the perspective of ability to pay, high-income high-end medical consumers account for a low proportion of China’s total population; From the perspective of willingness to pay, the supply of high-end medical services in China is insufficient, and public hospitals are still the first choice for most residents to seek medical services.

In addition, some characteristics of China’s medical system have also brought challenges to the development of commercial insurance. For example, the insured population of basic medical insurance and the commercial insurance guarantee population overlap a lot, and the boundary of guarantee treatment is not clear; Medical service providers are mainly scattered public hospitals, and commercial insurance companies have limited influence on them; The foundation of medical and health data is relatively weak, and there is no integrated structured data platform.

In view of the above analysis, the Report finally gives insurance companies three solutions to promote the break of commercial health insurance:

Path one

Extending from the core diagnosis and treatment in an all-round way, exploring a new model of medical insurance integration

In the current medical ecology of China, commercial health insurance mainly plays a simple role as a payer, and most of the medical compensation resources are concentrated in the treatment link, which has not yet achieved the full health journey coverage of prevention in advance and management afterwards. At the same time, medical insurance settlement is often passive, and the participation in the formulation and implementation of medical service plans is low. In order to get rid of the dilemma of limited value creation and insufficient ecological impact, commercial health insurance companies should actively extend from today’s point layout horizontally along the patient’s health journey and vertically along the medical service network to create a "product+service" that runs through the whole medical life cycle.

Extend horizontally along the patient’s health journey to meet the needs of health services throughout the life cycle.

Health management services can create two types of value for insurance companies.

First, medical value: through professional, preventive and active intervention of sub-health and chronic patients, the risk of potential diseases can be effectively reduced, the disease progress can be delayed, and the compensation cost can be reasonably controlled;

Second, the value of service: by providing professional and service-oriented medical butler experience, we can meet and coordinate the health-related needs of customers (such as diet and drug use consultation), increase user contacts, and help customers get additional insurance. On this basis, health insurance companies can also interact with users regularly, screen and accumulate valuable health data of users throughout their life cycle, and create a starting point for subsequent product innovation and operational improvement.

Of course, from a global perspective, due to the differences in their own positioning, the core demands for value creation are naturally different.

The commercial insurance system in the United States is very mature, and the pressure of medical cost is mainly borne by insurance companies. Therefore, reducing the compensation cost is the most important appeal of insurance companies.

Considering that commercial insurance in the United States is mostly group insurance, it is difficult to achieve large-scale customer acquisition only by service value. As the most important payer, commercial insurance bears the main pressure of medical cost, so it becomes its fundamental appeal to help reduce the medical value of compensation. At the same time, the health insurance system with group insurance as the main body in the United States is difficult to get customers only by service value, but health management service, as a starting point to incite user stickiness and medication compliance, is conducive to the realization of medical value.

Throughout the American market, the emergence of chronic diseases and health management service companies such as Livongo and Omada has benefited many insurance companies. Their professional solutions can effectively improve the health status of patients and help insurance companies and employers save medical costs.

In Britain, Germany and Singapore, social security is the main body, and commercial insurance mainly plays a supplementary role. As the fundamental guarantee and main payer of residents’ medical needs, social security leads to the establishment of basic chronic disease management systems at the national level, relying on the public medical system (such as NHS chronic disease management plan in Britain and CDMP plan in Singapore).

In recent years, many countries with social security as the main body have launched innovative digital management schemes (such as Liva European government cooperation project), emphasizing the improvement of national health and reducing the overall medical expenditure. On the premise that the high-quality public system has fully guaranteed the medical value, commercial insurance, as an additional supplement, can focus on exploring the service value and take high-end management services as value-added items. For example, in order to meet the demands of different levels of customers for service value, Vitality has built a health management ecosystem, which permeates the daily life of members in all directions.

Professional health management services in China are in the initial stage, and the creation of medical value is not clear. All market players are trying to find a health and chronic disease management model suitable for China’s national conditions. Basic medical insurance in some areas is opening up chronic disease management funds, actively introducing professional chronic disease management solutions provided by commercial companies, systematically managing regional population health, and striving to improve people’s health status, save government medical insurance funds, and generate revenue from commercial companies’ services (such as provincial chronic disease management projects carried out by micro-medicine in Tianjin and Shandong).

Similarly, commercial insurance is also actively introducing medical ecological partners such as pharmaceutical machinery enterprises, sharing the cost of health management services based on the common goal of improving patients’ medication compliance, and improving the sustainability of model exploration. For example, Amway, a professional health service company, cooperated with JD.COM Allianz, Sanofi and other pharmaceutical companies to jointly launch "Zhen Ai Unlimited" diabetes insurance.

In view of the fact that China’s health insurance mainly focuses on C-end customers and the homogenization of insurance product design is serious, more and more insurance companies begin to explore differentiated value-added means from the perspective of health management, and strive to improve the ability of insurance companies to acquire customers and users. However, commercial insurance companies need to prioritize, pay attention to service value in the short term, and create differentiated competitive advantages. In the long term, they should actively explore medical value, reduce medical costs, expand the coverage of sick people, and achieve revenue growth.

Specifically, insurance companies can extend forward and backward along the life cycle and diagnosis and treatment links of the insured, and build an end-to-end health management service system, including four aspects:

First, health management covers the whole cycle from health education, monitoring and evaluation to health intervention and tracking, such as diet, exercise and sleep management, so as to reduce the possibility and risk of illness;

Second, sub-health management, aiming at sub-health groups such as urban white-collar workers, comprehensively manages physiology and psychology, such as psychological counseling and TCM conditioning;

Third, the diagnosis and treatment of diseases, to create an all-round, multi-level and high-quality medical service system for the health needs of different customers in different scenarios;

Fourth, chronic disease management, including regular detection, continuous monitoring, evaluation and comprehensive intervention management of chronic diseases and risk factors, to speed up the recovery of diseases or reduce the risk of disease progression or recurrence.

In order to meet the health care and professional medical needs of users, insurance companies should focus on the core competence building in five areas:

1. Professional doctor team: As an important medical resource, professional doctors are responsible for users’ daily health status, regular diagnosis of common diseases, and meeting key medical needs such as treatment. Through online platforms and other tools, a highly accessible team of doctors can provide convenient medical services such as long-distance regular follow-up visits, interpretation of data indicators, and guidance on the dynamic adjustment of patients’ prescriptions.

2. Full-time service personnel: A service team with professional medical background is the core element connecting all aspects of health management services (such as diagnosis and treatment to after-the-fact management), as well as front-end users and relevant parties in the back-end medical ecology, and reflects service value and medical value with timeliness and professionalism.

3. Regular inspection and testing: through various inspection contacts such as home intelligent hardware, professional inspection institutions, and in-hospital medical testing, an all-round and real-time updated medical and health database around individual patients is constructed, forming a data base for disease treatment and health management scheme treatment of medical service personnel.

4. Drugs for chronic diseases: Professional drug list and customized drug scheme audit can improve the treatment effect and control the treatment cost. Convenient prescription renewal and distribution process can improve the service experience and compliance of patients.

5. User-inspired operation: service detail design based on user’s needs and experience, business process of organic integration between online and offline and functional modules, multi-touch, attractive and penetrating into all aspects of life, and convenient and easy-to-use digital tools are all important underlying foundations for realizing health management services.

On the basis of having five core competencies, insurance companies also need to build Unicom’s data application system, and record medical and service behaviors through a set of electronic files throughout the user’s life cycle and the whole diagnosis and treatment cycle; As well as effective organizational mechanisms and processes, to build the underlying guarantee and capacity foundation for the cooperation of all ecological stakeholders.

In addition to self-construction, the external medical ecology also provides rich choices for insurance companies seeking different breadth and depth of cooperation: professional chronic disease management service companies focusing on specific disease areas and opening up all aspects of health management in one stop; By grasping the core medical resources (specialists in various fields), the Internet hospital platform is specialized in consulting and treating key medical services; Vertical service providers who focus on specific links (such as drug distribution, inspection and testing, specific health management services, etc.).

For health insurance companies, the feasibility and necessity of acquiring the five core competencies are different, and the optimal development and cooperation model should be selected in full combination with their own characteristics (such as internal asset layout and strategic positioning of health undertakings).

Extend vertically along the medical service network and build a multi-level and deeply integrated institutional network.

In order to better undertake and meet the medical needs of users, health insurance companies should get rid of the positioning of passively participating in the post-settlement link of medical services as payers, focus on pre-influencing, and actively participate in the provision and decision-making link of medical services. Through more in-depth cooperation with the medical service network, the diagnosis and treatment behavior of the service network can be effectively standardized, so as to achieve the multiple purposes of ensuring the quality of medical services, improving the effect of medical treatment and controlling medical costs.

Of course, when designing and building an institutional network, insurance companies should also consider the differentiated needs of patients in the whole health journey (such as incurable diseases, daily check-ups, health management, etc.) to achieve a multi-level and deeply integrated layout:

1. Flagship hospital: a national and regional key hospital with high influence, representing the top clinical level in China. Flagship hospitals can meet patients’ critical medical needs, but resources are scarce and irreplaceable in a few medical scenarios (such as the diagnosis of intractable diseases).

2. Key hospitals: public hospitals ranked in the top places and private hospitals with relatively large business scale. Key hospitals undertake most of the daily medical needs and are the key components of the medical network.

3. Small and medium-sized medical institutions (including clinics, health management centers, etc.): they mainly undertake simple and routine basic medical care and provide daily health management services, which is an indispensable part of completing the process medical needs.

Looking back on the development of the world’s leading health insurance companies, it is an inevitable trend to cooperate and link with the medical network more and more closely. From the close degree of cooperation, the medical network management of insurance enterprises is divided into four modes from light to heavy:

1. Non-specific network

This model is common in China market at this stage. Insurance companies have no designated or preferred service organizations, and there is only a payment relationship between insurance and medical network. This model requires low professional ability and cost input, and it is difficult to build product differentiation competitiveness and profitability.

2. Sign up for cooperation

In this mode, insurance companies will sign a specific external service network, discuss the service scope and price, and begin to provide differentiated customized services to insurance members. This model represents the development trend of commercial health insurance all over the world and belongs to the basic concept of PPO optimal medical network in the United States. Aetna, mentioned above, has built one of the largest medical networks in the United States through a mutually beneficial and win-win payment model and the ability to export patient data and service standards.

3. Internal and external integration

This model belongs to the upgraded version of the former, mainly based on the external cooperation network to establish internal institutions to supplement the types and links of services. Insurance companies can further deepen differentiated services and form a unique competitive advantage with the help of strong control over their own institutions. For example, based on the external network, United Healthcare supplements its own medical network focusing on primary, specialized and emergency care. Together with the external network, these core advantages form a closed loop of health management. The internal and external networks are connected by the care coordination center to realize the integration of online and offline medical services and internal and external medical services, and to create a one-stop health solution.

4. Self-built operation

The medical network in this mode is directly established or managed by insurance companies, and there is a strong binding relationship between payment and service. The whole insurance medical service ecology is closed. However, this model requires excellent network operation qualification, operation ability and sufficient resources, which is the biggest challenge for insurance companies. In addition, considering that the medical service market in China is still dominated by the public system, it is difficult for insurance companies to build their own medical service network, and the applicability of this model is not high.

As mentioned above, China’s medical system is dominated by public institutions, and it is difficult for insurance companies to build their own medical networks. However, China Health Insurance Company is actively exploring the transformation to contract cooperation, internal and external cooperation network and other modes, striving to create value for core medical institutions, complement internal medical capabilities in a misplaced manner, and deepen the differences of insurance products.

In the short term, we will focus on building an external hospital network with wide coverage, high quality and in-depth cooperation. Starting from key hospitals at all levels, we will jointly explore the value creation points through efficient cooperation and negotiation (such as value-oriented payment mode and high-end customer diversion); Export standardized hospital management capabilities (such as lean operation, academic research, digital system) to attract cooperation between large public and private hospitals. In terms of medical resource supply and service quality, we should work together to create a differentiated competitive advantage of insurance products.

In the long run, we should internalize the medical service ability and improve the service system. Through operation trusteeship, we deeply participate in the daily management of some private and small and medium-sized hospitals, and deeply implant insurance service scenarios while improving hospital operation performance; Insurance companies can also choose to invest heavily in assets, invest or build their own customized medical services for insurance products. In addition to deep integration with insurance products, internal institutions also need to strengthen cooperation with external hospitals to form an organic supplement and close linkage, and build a complete diagnosis and treatment service network.

Path 2

Taking risk management as the center, constructing a refined insurance operation system

The lack of risk protection ability is an urgent challenge for commercial health insurance in China. The most intuitive embodiment is the "one size fits all" model of mainstream products in the market, which excludes all sick and non-standard people from the scope of protection.

For insurance companies, strengthening risk management capacity building, effectively improving the scientificity and accuracy of insurance product design, and building an end-to-end refined operation system are the keys to building future core competitiveness. Breakers are expected to take the lead in cutting into the huge market of people with diseases, significantly expand the scope of insurable people and increase operating income under the premise of accurately controlling risks.

At the same time, customized products and services based on the risk insights of segmented people will further enhance the premium and profitability of insurance products.

Cooperate in mining high-quality medical data to lay a solid foundation for risk management.

The lack of medical data is the fundamental reason for the lack of risk protection ability of insurance companies. On the one hand, building a refined population risk stratification model requires high-quality medical data; On the other hand, the current empirical data of insurance companies are insufficient, and the existing data have not formed a structured system, which has failed to achieve deep mining.

In order to cultivate risk management and control capabilities, insurance companies urgently need to build a refined crowd risk stratification model based on big data. Model training data should meet five basic requirements:

(1) The sample has a certain scale and effectively covers the target population;

(2) The selection of samples is random and representative, which can effectively reflect the risk characteristics of the people to be insured;

(3) The sample data need to cover both the risk causes (such as mild diseases) and the risk results (such as the diagnosis of serious diseases) in order to establish an effective causal prediction relationship;

(4) The sample data should be continuous and complete to ensure that the relevant risk causes can be effectively captured;

(5) In addition to the qualitative diagnosis results, the sample data should also include specific medical expenses to quantify the risks.

Compared with the high-quality data required by the crowd risk stratification model, there are many defects in the insurance company’s own data. First of all, due to the short start-up time of health insurance in China, the few claims of young healthy people and the low market penetration rate of compensation products, the effective medical data accumulation has not reached a scale. Secondly, insurance companies only know the diagnosis results of claims, and lack specific data on related risk factors or treatment costs. Moreover, health insurance in China is mainly short-term products, and the continuity of medical data is poor. Once users change products or stop buying, it will cause medical data fault. Finally, the claim data can only reflect the current risk profile of the insured customers, and it is difficult to form meaningful guidance and prediction for future medical risks.

Based on the above objective challenges and the limitations of internal capabilities, it is difficult for insurance companies to quickly establish core risk control capabilities with their own data in the short term. Major health insurance companies have explored legal, compliant, large-scale and systematic medical data acquisition modes, including data cooperation with the government and obtaining medical data through the hospital system.

1. Cooperate with the government on data.

Different types of insurance companies can rely on their own endowment to explore innovative cooperation models with the government in order to obtain medical data with commercial value. Leading enterprises with scale advantages can actively participate in the construction of national medical security system by handling basic medical insurance and undertaking Huimin insurance. Start-ups can lock in certain sub-sectors (such as rare diseases), rely on their own professional data capabilities, cooperate with the government, and explore innovative applications of medical data through small-scale pilots.

2. Get medical data through hospital channels.

Commercial insurance companies are actively mining medical data from hospitals. With the help of claims, some insurance companies have opened the electronic case system of cooperative hospitals, allowing access to customers’ complete in-hospital diagnosis and treatment data; There are also some insurance companies that are cooperating with medical information service providers to obtain desensitized medical data or insights. It is worth mentioning that the head insurance company is trying to accumulate patient data through the self-built hospital system. Although the data acquisition at this stage has not yet formed a scale, with the accumulation of time, it is expected to form a large-scale and high-value patient medical database.

Empowering the innovation of insurance full value chain with refined risk management and control ability

Referring to the development of developed countries in Europe and America and the successful experience of some domestic advanced pilot projects, we find that the quantitative risk stratification model established by using multi-dimensional (including basic population information, medical data and insurance claims data) and large-scale (representative city level) medical risk factor data has a wide application prospect, covering health insurance product design, insurance underwriting, medical services, claims management and other aspects of the industrial chain. We will combine domestic and international leading practices to introduce the highlights of application cases of key value chain links of health insurance for industry reference.

Domestic case: Establish a risk stratification model to improve the performance and efficiency of insurance underwriting.

Taking the underwriting link of the insurance core as an example, in the traditional insurance business process, the pursuit of comprehensive information as much as possible easily leads to pain points such as complicated process, poor experience of policyholders, inefficient information collection and poor quality. The underwriting decision-making is too standardized and lacks customization, which can not accurately reflect the health risks of individual policyholders. At the same time, insurance companies need to invest a lot of offline underwriting resources by relying on the risk exemption form that the insured voluntarily informs or falsely informs the risk.

Through the risk analysis of big data population, we can identify the predictive factors (such as lifestyle preferences) that are highly related to the occurrence and payment of diseases, and establish an accurate underwriting model for health insurance. Based on the individual information of the insured (such as age, past medical records, etc.), the health risk score is automatically generated and compared with the regional average score to form a refined quantitative risk assessment. Based on the underwriting score, the crowd is finely stratified to form a "black and white list". For example, step-by-step pricing is adopted for high-risk groups, and manual review is conducted; For low-risk people, a rapid underwriting process is adopted to improve efficiency.

We use the risk prediction model to measure the simulated insured population, which not only simplifies the underwriting process of 50% population, but also adjusts the underwriting decision through the identified high-risk population, thus reducing the potential compensation by 10%~15%. The risk prediction model has achieved important business value, and it is a classic use case to upgrade the insurance claims service experience and reduce the medical cost.

International case: establish a risk-driven health management scheme with data as the core to improve medical effects and reduce costs.

Take an insurance company in the United States that focuses on Medicare products as an example. Because Medicare customers are mainly elderly people, users’ medical service costs are high, especially for chronic diseases and their complications, which often account for a large proportion of medical claims. In order to alleviate the pressure of medical claims, the company relies on the advantages of core data to collect all-round user health medical data through MA insurance data, doctor network and self-built team health services. At the same time, relying on Google’s advanced algorithm platform, an insight analysis database of complex patient health data is established. Based on this, the company developed and implemented a patient-active intervention health risk management and control solution.

Accurate intervention behavior has achieved remarkable results. The insurance company has successfully improved the management effect of chronic diseases, reduced the hospitalization rate of elderly patients by 30% while reducing costs and expenses, and greatly improved the disease control rate of patients with diabetes and hypertension.

Path three

Remodeling the whole process of product design and sales around customer needs and experiences.

With the rise of "personal consumption consciousness" in the global health industry, consumers have begun to play an increasingly important role in the decision-making of health payment. Whether it can more accurately meet the needs of different segments of people (such as the elderly, the sick, the high-income people, etc.) and different levels (such as basic medical care, service experience, etc.) has become the key to solve the serious homogenization of health insurance products in China today.

The product design, marketing promotion and experience shaping with customer demand as the core indicate that the health insurance industry in China has undergone a comprehensive transformation from the barbaric growth stage of "sales is king" to the era of "demand-oriented" value operation.

Grasping customer demand and recreating product form

The homogenization problem of health insurance products in China is serious, and the insurance clauses are highly similar to those of insurable people. Standardized basic products are difficult to meet the different medical needs of different segments of people in different scenarios, and it is even more difficult to achieve differentiated value creation, which leads to the fact that today’s health insurance sales basically rely on channel capabilities and price competition is fierce. In the future, it will be the key for health insurance companies to create differentiated advantages, enhance product value and market penetration by building product innovation capabilities driven by user needs.

In the process of product innovation, customer insight, product system and continuous iteration are the three core elements of demand-driven product innovation.

First of all, digging deep into customer needs is a key first step. With the help of systematic research tools, insurance companies can divide the customer groups into groups of people, scenes and life stages, and deeply understand the needs of users for medical care, health and services;

Secondly, insurance companies need to draw a comprehensive functional map of innovative products, sort out the existing product positioning in the internal system, and comprehensively collect the best practices of industry product functions and use cases;

Finally, the organizational level needs to establish innovative process mechanisms and underlying capabilities to support rapid product iteration and achieve accurate matching between customer needs and product functions.

(A) customer insights

Demand insights from multiple channels and all directions are the foundation of refined product design. Externally, design a scientific questionnaire, and under the guidance of mature system methodology, gain a deep insight into the unmet needs of health insurance customers. Internally, cultivate the concept and consciousness of customer-centered sales system, and carry out active and systematic collection of user demand information to consolidate the data foundation. Combined with external industry research and internal sales insights, the characteristics of target customer groups are generated, and unmet medical needs are identified, which provides important guidance for product innovation.

(2) Product system

Identify the potential development direction of products based on internal combing and external benchmarking product system. Internally, define the strategic positioning of products and core businesses, set subdivision dimensions in key categories such as revenue creation, market capture and customer service, and identify unmet opportunities through quantitative evaluation. Externally, pay close attention to major competitors and market-leading enterprises, understand their layout in major innovation directions such as coverage, coverage, coverage period and disease types, and build a rich industry intelligence database. On the basis of fully understanding the demand side, systematically build a supply-side "arsenal".

(3) Continuous iteration

Fast iterative optimization based on real customer feedback to maximize product innovation value. Traditional insurance companies urgently need agile transformation, introduce multi-functional collaborative teams (such as development, sales and actuarial personnel), and set up special posts for customers’ needs to ensure that customer feedback falls into product development; In addition, we should abandon the traditional assembly line product development process and form a "sprint" work cycle with small steps and quick runs, flexibly adjust the direction of product development, improve efficiency and avoid waste of resources.

Excavate high potential customers and realize precise marketing.

Similar to other insurance products, China Health Insurance relies heavily on offline agent team to promote sales with indiscriminate recommendation, which often leads to opaque product information, untimely communication and poor customer experience. If we can achieve accurate marketing based on users’ needs and preferences, we can effectively solve the pain points, and effectively improve the efficiency and success rate of customer sales transformation through thousands of customized promotion programs.

Precision marketing has important business value for old customer operation and new customer mining. On the one hand, by identifying high-risk customers and high-value customers and taking precise intervention, we can effectively prevent the loss of old customers and tap the potential of new customers; On the other hand, screening high-potential customers with willingness and possibility to purchase health insurance among existing insurance customers (such as life insurance and property insurance) to improve the success rate of cross-selling; In addition, innovative distribution channels (such as Internet channels) should be developed, and marketing schemes that meet the target customers of the channels should be formulated, so as to expand the scale of new customers.

Establishing a multi-dimensional user database, including demographics and marketing feedback, is the basis for achieving precision marketing. On this basis, insurance companies can further overlay claims information covering patient treatment plans and related medical costs. Different from general operating data, claims data has a large information content and a high degree of professionalism, which requires insurance companies to have both digital marketing and professional medical capabilities. Accordingly, the core insight of the database can guide the business development more intuitively and bring higher business growth value.

Precision marketing can be divided into three steps: high-potential customer identification, customized scheme design and effective implementation and promotion.

(1) Identification of high-potential customers

The essence of precision marketing is to identify high-potential customers and their preferred marketing contents and methods. As mentioned above, the establishment of multidimensional database is helpful to identify key potential customers and predict risk factors, so as to find out key target customers with high potential. The optimized algorithm will recommend the most suitable health products according to the background and needs of consumers, and then iterate the best marketing content through AB testing and other methods. Finally, use online and offline marketing channel tools (such as WeChat, telephone, offline visits, physical advertisements, etc.) to clarify the most effective way to interact with target customers.

(2) Customized scheme design

After fully understanding the preferences of target customers for marketing content and methods, insurance companies can start to formulate all-round marketing interaction programs. From scattered "individual combat" to systematic "marketing promotion combination boxing", we can create synergy between channels, avoid resource waste and improve marketing efficiency.

(3) Effective promotion and implementation

The effective implementation of customized marketing plan can not be separated from dynamic management. Based on dynamically generated quantitative effect feedback, insurance companies can optimize the scheme in real time and adjust the established scheme. The insight of marketing data can provide key input for many business scenarios, such as internal sales staff management, marketing expense planning, product design innovation and so on.

Driven by digitalization, recreating end-to-end user experience

Previously, due to the mismatch between users and payers of health care, the industry did not focus on user experience. In view of the increasing importance of consumers in medical decision-making, more and more enterprises are taking user experience into important strategic consideration and increasing resource input. User experience optimization is not only a customer-oriented service upgrade, but also brings commercial value to insurance companies, such as reducing customer churn, improving new customer acquisition, and increasing service bargaining.

In this link, insurance companies need to focus on three major areas:

(A) Understanding user needs is the basis and foothold of reshaping user experience.

Insurance companies should use scientific methods and tools to deeply understand users’ experience feedback on product rights, process tools and manual services. At the same time, for key links, we will dig deep into the feedback of segmentation process and finely polish user satisfaction. Then, with the update of product form, the feedback of user experience is collected in real time to further optimize product iteration.

(B) emphasizing the "user experience" of organizational transformation and upgrading

First of all, we should emphasize the importance of user experience from the company strategy, build cross-departmental value recognition, and take it as an important direction to guide business development. At the same time, we will increase the input of relevant resources to enhance the user experience, and promote the transformation of products, services, experiences and business models aimed at it. Finally, the internal core competence is established to support the transformation, such as employee concept transformation and ability training, strengthening technical, data and analysis support, establishing cross-functional governance and agile operation mode, and deploying measurement and performance management systems.

(C) Make full use of digital empowerment to achieve a leap-forward upgrade of user experience.

Using modern scientific and technological tools such as Internet platform, mobile App and AI computing, we will focus on solving the inherent pain points such as complex and inefficient traditional insurance sales and service processes, and create an efficient, convenient and easy-to-use modern insurance experience.

"In the past five years, the number of employees has increased by 149%, and the number of corporate institutions has increased by 185%; The added value of physical education and training increased by 516% in four years. " Pan Shihua, assistant to the president of China Sports Industry Group, analyzed the development status of sports training institutions in China with multiple sets of data.
In recent years, the sports culture industry has grown rapidly, but there are still problems such as the shortage of professional talents and the irregular development of the industry. Shaoxing, on the other hand, has explored an innovative way of "integration of sports and education" in sports training, and has its own unique experience in system integration, co-hosting of events, co-creation of characteristics and co-construction of sports schools.
In May last year, the Ke Qiao District Government of Shaoxing City specially issued the Implementation Plan for Deepening the Integration of Sports and Education and Accelerating the Construction of New Sports Schools. In terms of the integration of sports and education, traditional sports such as football and short tennis were introduced into 47 schools. Xu Xun, director of Keqiao District Education and Sports Bureau, shared Ke Qiao’s experience in the integration of sports and education. "Establish off-campus training outlets in sports training institutions and build a new three-level training management system for sports schools, school outlets and social forces."

Digital Management Service "New Scheme" in Zhejiang
The quality of training institutions is mixed, the teaching methods are varied, the qualifications of coaches are not uniform, and even there are poor operating conditions and malicious "running away" … Behind the prosperity, the sports industry is also facing many irregularities and imperfections, especially the problems of "capital" and "safety", which have caused long-term pain.
"Managing the industry means managing safety." In order to solve the pain points and management bottom line of the two major industries of "capital" and "safety", Jiang Jiancheng, director of the Economic Department of Zhejiang Sports Bureau, revealed at the seminar."Zheli Sports Training" digital tube service platform has been successfully put into trial operation, and will be gradually pushed out in the whole province during the year."The highlight of the feature is to grasp the’ one core’, do a good job of’ two supporting facilities’ and consolidate the’ four guarantees’."

Shao Zhefeng of Zhejiang Digital Culture Group introduced that the platform is a "pre-access audit" platform for the training industry, a "daily supervision" means for the competent authorities, and a "service development" system for enterprises and people.
The platform takes fund supervision as the core, and all sports and training institutions must ensure that the teaching funds enter the special supervision account, and one lesson is sold. "For consumers, the QR code of’ Zheli Tipei One Code Pass’ will be the only receipt code for peace of mind." Shao Zhefeng introduced that the QR code must be posted in a prominent position on the scene of the teaching and training institution, and the training money paid through this code will directly enter the supervision account, which will ensure safety and convenient refund.
At the same time, the Zhejiang Provincial Sports Bureau and the Zhejiang Provincial Market Supervision Administration jointly issued the "Zhejiang Sports Off-campus Training Service Contract (Model Text)". All training contracts must use this model, and consumers no longer have to worry about the overlord clause.
The system of "institution white list" and "coach qualification certification" provides a strong guarantee for the standardized management of physical training institutions and coaches.
According to the statistics of Zhejiang Sports Bureau, there are currently over 5,300 legal institutions for physical education and training, with 100,000 employees."The level of coaches is mixed, and there are more than 250 kinds of coaches’ certificates on the market. The qualification certification system for coaches is imperative." Lv Linlin, China Sports Industry Group, said that the qualification certification of coaches in sports training institutions is progressing steadily. At present, more than 9,000 people have logged into the system, including nearly 6,000 people who have successfully changed their licenses.
Ke Qiao Declaration:
The integration of sports and education sends out the "common voice" of the industry

At the salon, representatives of all parties interacted enthusiastically, reached a consensus on promoting the sustainable development of the sports teaching and training industry, and jointly issued the Ke Qiao Declaration on the Integrated Development of Sports and Education in Zhejiang Province.
The declaration puts forward that "integration of sports and education" is the integration of cultural people and sports people, advocating the practice of the concept of "health first" and promoting the integration of sports and education. Li Hua, deputy director of Zhejiang Sports Bureau, pointed out that sports is an important part of education, and it is necessary to run a satisfactory education for the people and establish a high-quality education system. Under the background of double reduction, the sports training industry is facing challenges and full of opportunities. Zhejiang has made steady progress in the construction of common prosperity demonstration zones, which is good for sports undertakings, sports industry and sports teaching and training industry.
"From the perspective of the industry authorities, we should pay equal attention to supervision and service, standardize and improve simultaneously, promote the steady development of the industry, and win by quality." Li Hua expects that with the joint efforts of all parties, Zhejiang sports and culture industry can maintain healthy development and become bigger and stronger.
It is reported that this "Declaration" is the fourth time that Zhejiang Sports Industry Salon has released the industry voice. Judging from the previous activities, the Provincial Sports Industry Federation has become a series of achievements of Zhejiang Sports Industry Salon activities, from the Moganshan Declaration, which focuses on the development of outdoor sports industry, to the Linhai Declaration, which focuses on the safety of cross-country events, to the Yinzhou Declaration, which explores the development of outdoor camping industry.
