Hundreds of people in new york protested against the government’s ineffective handling of the immigration crisis, and the crowd broke out and punched each other

Overseas Network August 28th According to New York Post’s report, on August 27th, local time, hundreds of people in new york held a rally to protest against the new york administration’s ineffective handling of the immigration crisis.

At a rally on Manhattan’s Upper East Side, some people shouted outside the residence of new york Mayor Adams, "No immigrants on Long Island. We paid a lot of property taxes! " Some people who oppose immigration hold up signs and warn that "uncensored immigration puts us in danger".

Curtis Sliva, a former candidate for mayor of new york, told the crowd, "These immigrants cut in line. If I am an immigrant, you give me a chance to jump the queue, let me stay in a hotel, and then give me three hearty meals, more than the homeless or veterans in the United States have. This is wrong, and they will continue to come. " Sliva was arrested on the same day, which was the third time that he was handcuffed in a protest against immigration in less than two weeks.

The report said that there were more than 20 anti-protesters at the scene, and they broke out with the protesters. The two sides screamed loudly and punched each other. (Overseas Network/Li Fang)

The girl was raped and the police did not file a case? "Legislation" to protect minors is imminent.

Cctv network eliminationInterest: Why are the cases of minors being violated increasing year by year? Recently, the Supreme People’s Procuratorate released several sets of data concerning the violation of minors. Taking the crime of child molestation as an example, it has been on the rise in the past five years.

With the approach of June 1st, in the past two days, judicial organs all over the country are doing the same thing: introducing to the public the work they have done in cracking down on crimes against minors in the past year through various means. For example, the Guangdong Provincial Procuratorate has specially published a white paper, while the Hangzhou Procuratorate has reported the current situation and trend of minors’ infringement in recent years through a press conference. The Beijing Higher People’s Court released relevant data specifically for cases of sexual assault on minors.

On the 29th, the Supreme People’s Procuratorate also held a press conference to inform that since 2017, procuratorial organs have punished crimes against minors and strengthened judicial protection of minors.

Groups of data released by the Supreme People’s Procuratorate reflect the grim situation of the protection of minors in China. Take the crime of child molestation as an example. In the past five years, criminal cases have been on the rise. From the point of view of crime types, sexual assault and injury cases account for a relatively large proportion in the cases of public prosecution; Among the crimes committed by adults against minors, rape, child molestation, forced molestation, organizing prostitution and other sexual assault cases are frequent.

In addition to the increasing number of crimes prosecuted, the Supreme People’s Procuratorate also emphasized another reality at the press conference on the 29th, that is, in addition to these data, there are actually a large number of juvenile crimes that have not been discovered.

The press conference of the Supreme People’s Procuratorate informed the public with detailed data that the protection of minors in China is facing great challenges at present.

To put it simply, there are two factors. The first aspect is the form of protection for minors, which is indeed more severe than before, that is, cases of infringement of minors’ rights and interests do occur more than they should have. There are various factors of social change, such as population mobility, which makes left-behind children vulnerable when their parents are not around, including some children who go to the city with their parents, and the children of these migrants are sometimes vulnerable. In addition, the Internet has also brought great influence, that is, the pornography, violence and other factors of the Internet make children hurt more and more easily to some extent. In other words, it is a fact that the situation of protecting minors is more severe. On the other hand, from the perspective of the judiciary, it has also paid more attention to the protection of minors and intensified the crackdown on similar crimes. Therefore, we have seen an increase in such cases.

At the meeting of the Supreme People’s Procuratorate, a problem was raised, that is, when handling cases of crimes against minors, this case is more difficult than other cases, which is difficult to find, verify and accuse. This is an objective reality, that is, the cases of sexual abuse of minors are recognized as the largest category in the world. From the perspective of our country, some cases of sexual abuse of minors, for example, are influenced by traditional concepts, fearing that your reputation will be affected, parents and children will not report the case. In addition, even if you report the case, considering that there is no evidence, for example, the public security organs are not willing to establish a criminal case at the beginning, so it is difficult to file a case.

With the change of the whole society, the cases that may be infringed upon by minors are gradually showing an upward trend.

13-year-old Fenfen was taken to the hotel by 29-year-old Li to have sex. Afterwards, Fenfen reported that she was raped. However, after investigation by the local police, she decided not to file a case.

According to police investigations, Li did not know and both parties were voluntary. However, the decision not to file a case has caused constant doubts from public opinion. Twenty-seven days after the notice of not filing the case was issued, the Anhua County Public Security Bureau of Hunan Province announced that it would cancel the previous decision and said that it would continue to investigate the case.

A case involving minors reflects the differences in understanding between some grass-roots judicial organs in judging the infringement of minors.

In addition to the differences in judicial ideas in practice, there are also differences in system exploration in some places in the face of increasingly severe protection of minors.

On April 27th this year, the Xiaoshan District Procuratorate of Hangzhou, together with Xiaoshan District Public Security Bureau, Dajiangdong Public Security Bureau, Xiaoshan District Health Planning Bureau and Dajiangdong Social Development Bureau, jointly issued the Opinions on Establishing a Compulsory Reporting System for Infringement on Minors, clearly requiring medical institutions to report cases of abnormal injuries and deaths found in the course of medical treatment in a timely manner, which is regarded by public opinion as the first "compulsory reporting system" in China.

In fact, as early as 2014, there were media reports that some places began to explore the establishment of a "mandatory reporting" system for juvenile infringement cases, but by 2018, only Xiaoshan District of Hangzhou became the first place to implement the system.

Last year, the Minhang District Procuratorate of Shanghai took the lead in issuing regulations to restrict those who have committed crimes involving sexual assault, such as rape and indecency, from working in close contact with minors. Their approach is to establish a "database of criminals involved in sexual assault". Subsequently, nine units in Huaiyin District, Huai ‘an City, Jiangsu Province, also issued the System on Prohibition of Employment and Information Disclosure of Juvenile Offenders.

To protect minors, some places have made active explorations in the system, and this exploration has also won the appreciation of public opinion. What we need more is that this positive system promotion can be carried out in more and more places.

The first air pollution public interest litigation case in Beijing pronounced that polluting enterprises were awarded compensation of 894,000 yuan.

  □ Our correspondent Fu Jin

On the morning of June 5th, the first public interest litigation case of air pollution filed by the procuratorate in Beijing was pronounced in the first instance of Beijing No.4 Intermediate People’s Court. The defendant Beijing Colorful Lianyi International Steel Structure Engineering Co., Ltd. was ordered to pay compensation of more than 894,000 yuan according to law for the protection, restoration and governance of the ecological environment. At the same time, it is forbidden to engage in related processing and production activities in the original production base before it is proved that effective environmental protection measures are taken to continue production in line with environmental protection standards.

According to the prosecution of the fourth branch of Beijing Municipal People’s Procuratorate, the prosecutor of public interest litigation, Colorful Company is an enterprise mainly engaged in steel structure processing. The company produced a large amount of volatile organic compounds (VOCs) waste gas during the painting process of steel structure processing, and did not paint in a closed space or equipment according to the law, nor did it install or use pollution prevention facilities or take measures to reduce waste gas emissions, resulting in the direct discharge of VOCs waste gas from painting into the atmosphere, which caused environmental pollution and infringed on social public interests. It is required to order Multicolor Company to stop infringing on the atmospheric environment, compensate 894,880 yuan for the damage to the ecological environment, publicly apologize to the public in the media at or above the provincial level, and bear the appraisal fee of 33,000 yuan.

After hearing the case, Beijing No.4 Intermediate People’s Court supported all four claims of the public interest litigation plaintiff, and ordered Colorful Company not to engage in steel structure processing and production activities involving painting, welding, etc., which produced paint mist and organic waste gas, until it was proved that effective environmental protection measures were taken to continue production in line with environmental protection standards, and at the same time compensated 894,880 yuan for the ecological environment damage caused by its actions, which was specially used for ecological environment protection, restoration and governance.

After the verdict, the litigation agent of Colorful Company said that at present, the factory building of Colorful Company has been demolished, the equipment has been removed and the workers have been laid off, and there is no plan to continue production at present.

According to Sun Li, president of Beijing No.4 Intermediate People’s Court, since 2015, Beijing No.4 Intermediate People’s Court has accepted a total of 16 cases of environmental civil public interest litigation, including 13 cases filed by social organizations and 3 cases filed by procuratorial organs. Judging from the trial process, environmental civil public interest litigation cases have the following characteristics: First, the types of cases are constantly enriched, including solid waste pollution, soil pollution, water pollution, campus environmental pollution, gas pollution from production and other disputes. Second, new types of cases are constantly emerging. For example, the public interest litigation case sued by Chongqing Green Volunteers Association accepted by the hospital involves the impact of disposable chopsticks, plastic products and take-away garbage on the Internet take-away platform on the ecological environment, which reflects the new requirements of environmental protection brought about by the development of Internet services and consumption transformation.

At the same time, in the trial of environmental civil public interest litigation cases, environmental appraisal has become a key link, in which the fact of destroying the ecology and polluting the environment, the damage consequences and compensation caused to the ecological environment and social public interests, and the restoration scheme or alternative restoration scheme for the ecological environment are the main aspects of appraisal, which are highly complex and professional.

The reporter learned that in view of the above-mentioned new characteristics of environmental public interest litigation, Beijing No.4 Intermediate People’s Court has established a "green public interest litigation channel connecting legislation, trial and enforcement" and adopted the "four synchronization" measures of environmental public interest litigation, that is, the case materials are transferred to the trial court simultaneously after the case is filed, so that the trial court can know the case from the plaintiff according to the case situation and take corresponding environmental protection measures in time; Announce the acceptance of environmental cases to the public and inform social organizations that they can participate in or support environmental public interest litigation; Issue a notice of public interest litigation to the administrative department simultaneously after filing the case, and urge the administrative department to take measures; After the case was filed, the preservation measures were taken simultaneously. The presiding judge went to the scene for investigation at the first time to preserve environmental evidence, and at the same time, property preservation and behavior preservation were taken according to law to prevent environmental damage from expanding.

Promoting the Belt and Road Initiative and Building a Community of Human Destiny

To promote the building of a community of human destiny by building the Belt and Road together as a practical platform, we must persist in building the Belt and Road into a road of peace, prosperity, openness, innovation and civilization, and build the Belt and Road together into a new international platform for China to carry out the most extensive cooperation with other countries in the new era.

The second "Belt and Road" international cooperation summit forum will be held soon. The world will once again focus on China in the new era and witness another important milestone in jointly promoting the building of a community of human destiny on the platform of "Belt and Road" construction.

China’s plan to improve global governance

Today’s world is in a great change that has never happened in a century. The trend of peaceful cooperation, openness and accommodation, and the trend of reform and innovation are rolling forward. The ties between countries have never been so close, the people of the world have never been so eager for a better life, and the means for mankind to overcome difficulties have never been so rich. At the same time, however, the number, scale and depth of global problems facing mankind are unprecedented, and unstable, uncertain and unsafe factors emerge one after another, with peace deficit, development deficit, governance deficit and trust deficit prominent. Faced with this situation, mankind has two choices: one is vicious competition for power and profit, or even confrontation, which is likely to bring a disastrous crisis; The other is to conform to the development trend of the times, and Qi Xin will work together to meet the challenges and carry out global cooperation, which will create a bright future for common development of mankind. China’s plan is to promote the building of a new type of international relations featuring mutual respect, fairness, justice, win-win cooperation and a community of human destiny. The "One Belt, One Road" initiative put forward by the Supreme Leader General Secretary is to practice the concept of a community of human destiny. This is not only the original intention of this initiative, but also the highest goal that I hope to achieve through this initiative.

The "Belt and Road" construction is based on the reality that countries are hard to be immune to various challenges in the era of globalization and interdependence. It conforms to the inherent requirements of the reform of the global governance system, promotes countries to connect with each other’s policies, integrates economic factors and development resources on a larger scale around the world, forms and expands synergies, and jointly improves the global governance system and mechanism to achieve world peace and common development and prosperity. The ancient Silk Road, which runs through Wan Li for thousands of years, has long proved that countries with different races, beliefs, cultural backgrounds and different stages of development can fully share peace and common development as long as they adhere to the Silk Road spirit with peaceful cooperation, openness and tolerance, mutual learning and mutual benefit as the core. Today’s "Belt and Road" construction is to learn and carry forward this enlightenment, wisdom and strength, to explore this precious heritage of human civilization, to show the sense of community in the same boat, to share responsibilities and responsibilities, to adhere to dialogue and consultation, to build and share, to win-win cooperation, to exchange and learn from each other, to focus on policy communication, facilities connectivity, smooth trade, financial intermediation and people-to-people communication, and to promote countries to strengthen political mutual trust, economic integration and humanities exchange.

The core content of the "Belt and Road" construction is to promote infrastructure construction and interconnection, promote the mutual docking of national policies and development strategies, deepen pragmatic cooperation, promote coordinated and coordinated development, and jointly open up brighter prospects. It begins with economic cooperation initiatives, and is not limited to economic cooperation. It is also an important way to improve the global development model and global governance, and promote the healthy development of economic globalization. It is also a global public product jointly created by all parties. In the six years’ practice, the "Belt and Road" has crossed Africa, connected Asia and Europe, and extended Latin America and the Caribbean, and the "circle of friends" has become wider and wider, and all interested countries have joined in. The cooperation under the framework of "Belt and Road" is increasingly diversified, covering various fields and taking various forms. This has fully demonstrated and will continue to fully demonstrate that the "Belt and Road" construction is an open and inclusive process, which is open to all like-minded countries and does not exclude or target any party; It is not to close the door to engage in an exclusive circle or "China Club"; Not to engage in geopolitical alliances or military alliances; We will not draw ideological boundaries, engage in zero-sum games, and do not buy and sell things that are superior to others. It is precisely because of this that since the Supreme Leader General Secretary put forward the "One Belt, One Road" initiative, more and more countries have responded enthusiastically and actively participated. The China program of global governance is releasing more and more powerful appeal and leading power.

Major measures to create a new pattern of all-round opening up in the new era

The "One Belt, One Road" initiative originated in China, and it was "developed". From a global perspective, China more consciously coordinated the two overall domestic and international situations, and comprehensively planned major strategic initiatives for all-round opening-up and top-level design of economic diplomacy. Since the 18th National Congress of the Communist Party of China, General Secretary of the Supreme Leader has proposed to lead development with new development concepts, one of which is open development. With Socialism with Chinese characteristics entering a new era, the situation of international economic cooperation and competition is undergoing profound changes, and the global economic governance system and rules are facing major adjustments. China’s introduction and going abroad are incomparable in depth, breadth and pace, and the pressure to cope with external economic risks and safeguard national economic security is also incomparable in the past. On the whole, China’s opening-up level is not high enough, and its ability to make good use of international and domestic markets and resources is not strong enough. Its ability to cope with international economic and trade frictions and win the right to speak in international economy is still weak, and its ability to apply international economic and trade rules is not strong enough, so it needs to be made up quickly. To this end, China must adapt to the endogenous requirements of economic development, insist on paying equal attention to bringing in and going out, strengthen open development, focus on solving the problem of internal and external linkage of development, and improve the quality of opening up and the internal and external linkage of development. This requires China to adhere to the basic national policy of opening to the outside world, pursue a win-win opening strategy, deepen humanities exchanges, improve the regional layout, foreign trade layout and investment layout of opening to the outside world, and form a new system of opening to the outside world.Develop an open economy at a higher level, so as to expand openness to drive innovation, promote reform and promote development. At the same time, it also requires China to actively guide the global economic agenda, safeguard the multilateral trading system, accelerate the implementation of the free trade zone strategy, improve the level of trade and investment liberalization and facilitation, and strive to assume international responsibilities and obligations commensurate with China’s capabilities and status.

According to this guiding ideology, to promote the "Belt and Road" construction in the new era, China should focus on improving the level of opening up to the outside world, enhancing its ability to participate in international competition, forcing it to change its economic development mode and adjust its economic structure, and striving to expand new space for reform and development. This requires the integration of the Belt and Road construction with the newly planned and previously existing major development and opening-up plans in China, including the comprehensive integration of the Belt and Road construction with national strategies such as the coordinated development of Beijing-Tianjin-Hebei, the development of the Yangtze River Economic Belt, the construction of Guangdong-Hong Kong-Macao Greater Bay Area, the construction of 12 pilot free trade zones, the integrated development of the Yangtze River Delta region, and the construction of a maritime power. It will be deeply integrated with the development and opening up of the western region, the overall revitalization of the Northeast, the rise of the central region, the development of the eastern region, and the development of border ethnic areas, so as to promote the opening up of the central and western regions and the Northeast region on a larger scale and at a higher level, help the inland border areas to become the frontier of opening up, and promote the extension of China’s open space from the coast, along the Yangtze River to the inland and along the border, forming a new all-round opening pattern of land and sea linkage, two-way mutual assistance between east and west, and linkage development between east, west and central. From 2014 to now, China has formulated and released a series of plans, suggestions and ideas, including the Strategic Plan for the Construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road, the Vision and Action for Promoting the Joint Construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road, and the Belt and Road Initiative.Assumption of Building Maritime Cooperation "and" Action Plan for Building the Belt and Road by Standard Unicom "(2018— 2020) "Building the Belt and Road Together: Concept, Practice and Contribution of China", etc., as well as various supporting plans and work ideas issued by relevant localities, departments, industries and enterprises; Promote the establishment of Silk Road Fund, BRICS New Development Bank, contingency reserve arrangement, Asian Infrastructure Investment Bank and China — Central and Eastern European financial holding companies, banking consortia and other related financial support institutions, as well as related working mechanisms in other fields. After tamping the foundation and erecting beams with columns, the overall layout of the "Belt and Road" has been completed and a "freehand brushwork" has been painted.

A huge cooperation platform for common development and prosperity.

Promoting the construction of a community of human destiny by building the "Belt and Road" as a practical platform is put forward from the perspective of China’s reform, opening up and long-term development, which is in line with the Chinese nation’s concept of "One World" and Chinese’s view of a harmonious and harmonious world; It also occupies the international moral high ground and leads the new development of regional integration, cross-regional cooperation and economic globalization. Its opportunities and achievements belong to the world. For the world, China takes the "Belt and Road" construction as an opportunity, focusing on building mutually beneficial cooperation networks, new cooperation models and diversified cooperation platforms, focusing on transnational interconnection, improving the level of trade and investment cooperation, promoting international cooperation in production capacity and equipment manufacturing, and gradually forming regional cooperation from point to area, connecting points to line, from line to line, step by step and for a long time. This is essentially to combine China’s development with that of countries along the route. Especially under the background that the world economy continues to be in a downturn, and the vast number of developing countries are accelerating industrialization and urbanization to achieve economic independence and national rejuvenation, China conforms to the desire of all countries, especially the vast number of developing countries, to promote peace and development, firmly grasps the key direction, focuses on key regions, key countries and key projects, and grasps the greatest common denominator of development, so that the huge production capacity and construction capacity formed under the pro-cycle can go out.Supporting the urgent needs of developing countries along the route to promote industrialization, modernization and improve the level of infrastructure will help stabilize the current world economic situation. This not only benefits our people, but also benefits people along the route and even the whole world. It also enriches the concept of international economic cooperation and the connotation of multilateralism, and opens up a new path for promoting world economic growth and achieving common development.

After six years of joint efforts, the construction of the "Belt and Road" has been transformed from concept to action, from vision to reality, and it is moving towards the stage of taking root, lasting development, and drawing exquisite and meticulous "meticulous painting" with relevant countries. As an active advocate, promoter and practitioner of the "Belt and Road" construction, China will, on the basis of maintaining the existing healthy and benign development momentum, take advantage of the situation and follow the trend to promote the transformation of the "Belt and Road" to high-quality development. This requires adhering to the general tone of striving for progress while maintaining stability, implementing the new development concept, concentrating efforts and integrating resources, focusing on the construction of major projects such as infrastructure and capacity cooperation, and solving key issues such as major projects, financial support, investment environment, risk management and control, and safety guarantee, so as to form more visible results, accumulate mountains and little drops of water make an ocean, and promote this work to go deeper and deeper, and be stable and far-reaching.

To this end, China will firmly adhere to the principle of discussing, building and sharing, go hand in hand with countries along the route, borrow from each other, cooperate in openness and win-win cooperation, and do not draw land as a prison, set high thresholds, engage in exclusive arrangements, and oppose protectionism; Promote dialogue among relevant countries to resolve differences, resolve disputes through consultation, jointly safeguard regional security and stability, and create a peaceful and stable environment for the construction of the "Belt and Road". Based on the connection points and similarities of the development strategies of countries along the route, China will dock development strategies and development plans with all parties, learn from each other, establish a policy coordination mechanism, jointly formulate cooperation plans, and jointly take cooperative actions to form a situation of planning convergence, development integration and benefit sharing. At the same time, China will also promote the cooperation of relevant countries in the construction of the "Belt and Road", coordinate with the implementation of the UN’s 2030 Agenda for Sustainable Development, and coordinate with international and regional development plans such as the G 20, APEC, ASEAN, AU, Eurasian Economic Union, EU and CELAC, and strive to complement each other and promote each other. China will also rely on the project to deepen pragmatic cooperation with all parties, including promoting the construction of large land passages such as railways and highways, accelerating the construction of offshore ports, and improving oil and gas pipelines, power transmission and communication networks; Vigorously promote the construction of economic corridors, run economic, trade and industrial cooperation parks well, further promote investment, aggregate industries, promote employment, and take the road of innovation and development; Promote the construction of free trade zones and strengthen the compatibility of rules and standards systems.Provide a better business environment and mechanism guarantee, and fully release the positive effects of interconnection; Expand financing channels, innovate financing methods, reduce financing costs, and get through the key link of financing; Carry out in-depth exchanges and cooperation in the humanities field, make cooperation more inclusive, make the foundation of cooperation more solid, and let the general public become the main force and beneficiaries of the "Belt and Road" construction. In this way, the Belt and Road Initiative can be built into a road of peace, prosperity, openness, innovation and civilization, and a new international platform for China to carry out the most extensive cooperation with other countries in the new era, so that the Belt and Road Initiative will continue to release its leading effect, add new impetus to the common development of the world, expand new space and inject strong impetus into building a community of human destiny.

How to standardize the whole process management of atopic dermatitis in the era of "standard treatment"

At the turn of spring and summer, the number of patients with atopic dermatitis is gradually increasing, and the itching of the skin is unbearable, which seriously affects the quality of sleep and life. To control itching and remove skin lesions quickly and meet the most urgent treatment needs of patients, systematic treatment scheme and standardized whole course management are urgently needed. Recently, well-known experts in the field of dermatology in China, such as Professor Xing Hua from the First Affiliated Hospital of China Medical University, Professor Wang Gang from Xijing Dermatology Hospital of the Fourth Military Medical University, Professor Zhang Xuejun from the Institute of Dermatology of Fudan University, and Professor Yao Zhirong from Xinhua Hospital affiliated to Shanghai Jiaotong University School of Medicine, gathered at the first dermatology summit forum, and were interviewed by the media on the status quo, development and reform of atopic dermatitis treatment.

Atopic dermatitis ≠ Eczema walks out of the cognitive misunderstanding of AD.

  Atopic dermatitis
Dermatitis (referred to as "AD" for short), known as the "No.1 disease" in dermatology, is a systemic immune disease caused by inflammatory reaction, characterized by chronic recurrent itching and inflammatory lesions, and may also be accompanied by allergic rhinitis, asthma, allergic conjunctivitis, urticaria and other allergy-related diseases. With the continuous development of society and the change of living habits, the number of patients with atopic dermatitis is increasing day by day, and it has become the first skin disease among non-fatal diseases.

Is atopic dermatitis what we often call "eczema"? In this regard, Professor Zhang Xuejun from the Department of Dermatology of the First Affiliated Hospital of Anhui Medical University said that most eczema is atopic dermatitis. Both of them have clinical characteristics such as dry skin, itching and rash, which are mostly found in limbs, elbow fossa and joints. Eczema is divided into acute, subacute and chronic. In the acute stage, it is flaky, with erosion, exudation and wet surface. When the treatment effect is not good, it may lead to the increase of IGG and eosinophils in the body, which will turn into subacute or chronic, and the rash will be lichenized and stubborn. If patients have allergic dermatitis, rhinitis, asthma or parents have a family history of stubborn recurrent eczema, they can usually be diagnosed as atopic dermatitis.

Relieve "skin anxiety" AD screen diagnosis and treatment tube ushered in a breakthrough

"With the establishment of diagnostic criteria for atopic dermatitis in China, the diagnostic rate of the disease has increased significantly." Professor Yao Zhirong from the Department of Dermatology, Xinhua Hospital, School of Medicine, Shanghai Jiaotong University, said that epidemiological investigation showed that the prevalence of atopic dermatitis in infants under one year old reached 30.48%. 1 year old — The incidence rate of 7-year-old is 12.94%, and then there is a downward trend with the increase of age. The prevalence rate of adults is usually 2%-mdash; 5%, and the incidence tends to increase in the old age. In recent years, "Atopic Dermatitis Research Center" of the Dermatology and Venereology Branch of Chinese Medical Association has focused on AD treatment, gone deep into the grass-roots units, collected patient data, carried out epidemiological investigation, and distinguished children from infants and children, thus creating the diagnostic standard of atopic dermatitis for infants and children in China internationally. Strive to keep pace with the international standard in standardized diagnosis and treatment, and create a new method for treating intractable atopic dermatitis by vein occlusion, and the related mechanism research has been recognized by international academic circles.

Digging deep into the pain points of diagnosis and treatment and promoting the establishment of standard outpatient service in AD specialty

In view of the pain points and difficulties in the treatment of atopic dermatitis, such as irregular medication, poor compliance and unsatisfactory disease control, how to realize scientific treatment? Professor Wang Gang of Xijing Hospital of the Fourth Military Medical University put forward: First, for severe patients with atopic dermatitis, the key point of treatment is to quickly relieve itching and other prominent symptoms. If there is no practical treatment effect, patients are likely to go to hospital in a hurry and turn to various instant remedies, which will do harm to their health. Second, because of genetic and allergic factors, we can’t completely eradicate atopic dermatitis at present, which needs long-term control. In this regard, the goal of dermatological treatment for AD is to reduce the incidence through effective measures and maintain the condition in a state that basically does not affect the quality of life for a long time. Third, promote the standardization of the whole process management of atopic dermatitis treatment. The more refractory atopic dermatitis is, the more methods there are, and the more "magic doctors" there are. At present, the direction of dermatological efforts in China is to gradually improve the level of standardized diagnosis and treatment. By establishing an outpatient clinic for atopic dermatitis, formulating targeted diagnosis and treatment guidelines and expert consensus, we can set a standardized diagnosis and treatment path for atopic dermatitis diagnosis and treatment and long-term consolidation, so that doctors can manage patients according to the norms.

Focusing on the "long-standing problem" in dermatology, China puts forward the innovative treatment goal of "standard treatment" for AD.

  "treat to"
The concept of target (T2T) is widely used in the fields of chronic diseases such as diabetes, hypertension and hyperlipidemia. For atopic dermatitis, control the early symptoms as soon as possible and remove the rash; At the same time, maintaining the state of disease clearance or skin clearance, thus improving the quality of life of patients, which is the core of standard treatment. Professor Xing Hua from the First Affiliated Hospital of China Medical University pointed out that the proposal of "standard treatment" is determined by the nature of the disease. There are quite a high proportion of patients with long-term chronic diseases in AD, so the dosage of medication should be adjusted according to the condition. Therefore, it is necessary to collect the collective opinions of national experts in the field and formulate a consensus report on standard treatment in the continuous research and discovery. Secondly, the concept of AD standard treatment emphasizes patient-centered, fully considers patients’ wishes and pays attention to doctor-patient communication. From the perspective of patients’ actual situation and individual needs, combined with the characteristics of the disease, according to the experience of experts at home and abroad, the patient’s condition is evaluated, the treatment goal is set considering the dynamic change of the condition, and the diagnosis and treatment plan is adjusted according to different people and time. For how to evaluate the recurrence and long-term remission of AD, the previous clinical trials have been facing great challenges in determining the methodology. Generally speaking, "standard treatment" not only has regular disease management, but also fully considers the individual needs of patients. It uses various tools to collect and quantitatively evaluate the information of patients’ illness and treatment, thus standardizing the operation mode of managing patients.

Promoting "standard treatment" in many ways and building a new era of standardized diagnosis and treatment of AD in an all-round way

The incidence of atopic dermatitis is high, and there are many misunderstandings among the people. Traditional therapy is ineffective in long-term disease control. To improve the level of prevention and treatment of AD, and jointly promote the capacity building of AD specialists and the standardized diagnosis and treatment level of AD, it needs the efforts of the government, medical institutions, societies, enterprises, non-profit organizations and other parties. In this regard, Professor Yao Zhirong called for the formation of a consensus in the field of experts to promote the standardized diagnosis and treatment of AD at this stage, and to unify opinions and opinions, textbook compilation, training methods and screening channels. The mainstream media should also speak scientifically and publicize the correct concept of popular science to the public by using credibility and communication power. Professor Gao Xinghua emphasized that China has a large population base and uneven distribution of medical resources. Compared with county and township hospitals, the top three hospitals are exposed to the cutting-edge treatment concepts, practical operations and pharmaceutical products in the medical field more quickly. They should dare to undertake industry responsibilities, extensively carry out online and offline academic exchanges and clinical case sharing, and combine the new concept of up-to-standard treatment, strengthen disease science education and improve the accessibility of innovative drugs. In addition, the government should also call for paying attention to skin health, moving forward to prevent problems before they happen, and give more guidance and support to the health industry and the skin field from the policy level, so that innovative treatments can really play a role and help more patients benefit.

Highly toxic pesticides shall not be used in vegetables and fruits.

????Legal Daily, Beijing, April 20th-Reporter Chen Liping started to review the revised draft of the Food Safety Law at the 14th meeting of the 12th the National People’s Congress Standing Committee (NPCSC) held in Beijing today. The revised draft adds provisions that highly toxic and toxic pesticides shall not be used in vegetables, fruits, tea and Chinese herbal medicines.

????The original revised draft stipulates that the state encourages the use of high-efficiency and low-toxicity pesticides and speeds up the elimination of highly toxic and toxic pesticides.

????Some members of the Standing Committee suggested clearly stipulating the comprehensive elimination of highly toxic and toxic pesticides and setting a specific timetable. In this regard, the Ministry of Agriculture pointed out that it is not feasible to completely eliminate highly toxic and toxic pesticides at present, and the total ban is not conducive to agricultural production and food security. Moreover, some highly toxic pesticides degrade quickly and have low residues. As long as they are used in strict accordance with regulations, the quality and safety of agricultural products will not be affected. Some developed countries in the world have not completely banned the use of such pesticides.

????The Law Committee of the National People’s Congress believes that the revised draft has stipulated in principle that the elimination of highly toxic and toxic pesticides should be accelerated based on China’s national conditions. Considering that it is not yet ripe to completely eliminate and ban the use of highly toxic and toxic pesticides, the management of the use of such pesticides should be strengthened at present, and the research and development and promotion of related substitutes should be accelerated. Accordingly, it is suggested that the above provisions be amended as follows: the state encourages and supports the use of highly effective, low-toxic and low-residue pesticides, promotes the research and development and application of highly toxic and highly toxic pesticide substitutes, and accelerates the elimination of highly toxic and highly toxic pesticides.

????Sales of edible agricultural products do not require permission.

????Legal Daily, Beijing, April 20 th Reporter Chen Liping’s new revised draft of the Food Safety Law stipulates that the sale of edible agricultural products does not require permission.

????The original revised draft stipulates that food sales should be licensed according to law. However, farmers do not need permission to sell their own edible agricultural products.

????Some members of the public, china food and drug administration and the Ministry of Agriculture have suggested that the law on the quality and safety of agricultural products does not require a license to sell edible agricultural products, and it is not implemented in practice. It is suggested that after it is included in the scope of this law, it should continue to be clear that the sale of edible agricultural products does not require a license, and at the same time strengthen the regulation and supervision of the trading market of edible agricultural products and the business behavior of sellers.

????After research, the Law Committee of the National People’s Congress suggested the following amendments: First, the "individual farmers do not need to obtain permission to sell their own edible agricultural products" was amended to "sell edible agricultural products without permission". The second is to add regulations that the wholesale market of edible agricultural products should be equipped with inspection equipment and inspectors or entrust food inspection agencies to conduct sampling inspection on edible agricultural products sold in the market. The third is to increase regulations, and sellers of edible agricultural products should establish a system of inspection and recording of incoming goods. The fourth is to add regulations that the use of food additives such as preservatives and preservatives and food-related products such as packaging materials in packaging, preservation, storage and transportation of edible agricultural products entering the market should meet the national food safety standards.

????Health food should declare that it cannot replace medicine.

????Legal Daily, Beijing, April 20 th Reporter Chen Liping’s new revised draft of the Food Safety Law stipulates that health food labels and instructions should state that "this product cannot replace drugs".

????The original revised draft stipulates the catalogue, labels and instructions of health food raw materials.

????Some members of the Standing Committee, china food and drug administration and some members of the public suggested that there are many health foods added with Chinese herbal medicines in China, and the raw materials of health foods are compatible with each other, which may form new effects. The catalogue management of health food raw materials should be further improved, the names, dosage and corresponding effects of raw materials should be clearly defined, and the health foods using raw materials outside the catalogue should be registered. At the same time, we should strengthen the management of health food labels and instructions to avoid misleading consumers. Some members of the Standing Committee and some members of the public suggested that the competent authorities should strengthen the protection of business secrets of enterprises in the registration and filing of health food.

????After research, the NPC Law Committee suggested the following amendments: First, the catalogue of raw materials for health food should be made clear, including the corresponding functions of raw materials in addition to the name and dosage. Second, it is clear that the labels and instructions of health food should be consistent with the contents of registration or filing, and it is stated that "this product cannot replace drugs". Third, it is clear that the food and drug supervision and administration department should keep confidential the business secrets of enterprises learned during registration or filing.

????Formulated foods for special medical purposes should be registered.

????Legal Daily, Beijing, April 20-Reporter Chen Liping’s new revised draft of the Food Safety Law stipulates that formula food for special medical use should be registered by the food and drug supervision department of the State Council.

????Formula food for special medical use is a special food suitable for people with specific diseases. The current food safety law and the second review draft of the revised draft do not stipulate this kind of food. For a long time, China has implemented the registration management of this kind of food according to drugs. Up to now, 69 drug approval numbers of enteral nutrition preparations have been approved. In 2013, the National Health and Family Planning Commission promulgated the national standard of formula food for special medical use, which was included in the food category. China food and drug administration proposed that the formula food for special medical use is to meet the special needs of people with specific disease states. Unlike ordinary food, it has high safety requirements and needs to be used under the guidance of doctors. It is suggested that it should be clearly registered and managed in this law to avoid the lack of supervision. The National Health and Family Planning Commission suggested that this kind of food should be managed according to the standard of ordinary food.

????The Law Committee of the National People’s Congress believes that it is necessary to maintain the current practice and implement registration management for this kind of food in order to ensure the dietary safety of people with specific diseases. Accordingly, it is suggested to add the above provisions.

????Infant milk powder formula or registration system

????Legal Daily, Beijing, April 20-Reporter Chen Liping, the Law Committee of the National People’s Congress, after research, believes that the registration management of infant formula milk powder is conducive to ensuring the safety of this kind of special food. If the relevant parties in the State Council have agreed to implement registration management, it is suggested that the relevant provisions of the revised draft can be revised accordingly.

????The original revised draft stipulates that the formula of infant formula milk powder shall be put on record for management.

????China food and drug administration pointed out that at present, there are too many formulas of infant formula milk powder in China, and there are nearly 1,900 formulas in China, with an average of more than 20 formulas for each enterprise, while such enterprises abroad generally have only two or three formulas. Some enterprises, for marketing, randomly formulate formulas that have no scientific and technological content and have no special significance for the growth and development of infants. In order to ensure safety, it is suggested that the formula of infant formula milk powder should be registered and managed. Because this issue involves the newly-established administrative license, relevant parties in the State Council are demonstrating it according to the regulations.

????The original revised draft stipulates that infant formula milk powder shall not be produced by entrustment, OEM or sub-packaging. Some deputies to the National People’s Congress, the Ministry of Commerce, the Ministry of Industry and Information Technology, the public and some foreign countries have suggested in the Chinese Chamber of Commerce that entrustment and OEM are internationally accepted modes of production, which are prohibited by law and do not conform to the laws of the market economy. In particular, it is not feasible to prohibit the import of infant formula milk powder produced by entrustment and OEM abroad into China, and it is easy for manufacturers to evade it through joint ventures and cooperative production. It is suggested that this should not be stipulated.

????After research, the Law Committee of the National People’s Congress suggested adopting this opinion, deleting the stipulation that infant formula milk powder should not be produced by entrustment or OEM, and retaining the stipulation that infant formula milk powder should not be produced by sub-packaging.

This charity activity will surely benefit more people.

IPO freezing welcomes the climax of lifting the ban on A-share "size and size"

Data picture mapping/Yang Hong

Total fundraising decreased by nearly 80% year-on-year.

According to the statistics of our data center, including Shanghai Electric’s non-financing IPO, 77 companies have appeared in Shanghai and Shenzhen stock markets through IPO since 2008 (6 main board companies in Shanghai stock market and 71 small and medium board companies in Shenzhen stock market). Except for Shanghai Electric, 76 companies raised a total of about 103.4 billion yuan, with an average price-earnings ratio of 27 times.

Since the beginning of this year, due to the deep adjustment of the stock market, the number of IPO companies and the total amount of funds raised have been greatly reduced compared with last year. The industry believes that the IPO is less likely to open in the remaining ten trading days of the year. Optimists predict that if the market is optimistic, it is expected to restart the IPO; in January or the first quarter of next year; However, pessimists said that the current market expansion pressure is still great, and it will take time to open the gate.

  77 new faces appeared

Since January 1, 2008, the Shanghai Composite Index has dropped from a high of 5,522 points to 1,954 points on December 12, with a drop rate of more than 60%. The deep adjustment of the market not only makes investors "suffer huge losses", but also greatly reduces the scale of IPO.

According to the statistics of our data center, in 2007, a total of 123 companies were listed on the A-share IPO, including 23 main board companies and 100 small and medium-sized board companies in Shanghai. The total amount of funds raised was about 477 billion yuan, with an average price-earnings ratio of 30 times.

Compared with 2007, the number of companies listed through IPO in 2008 decreased by 38%, the total amount of funds raised decreased by 78%, and the average P/E ratio decreased by 10%.

In addition to the sharp slowdown in the pace of issuance, there have been few large-cap IPOs this year, with only five companies issuing more than 500 million shares, accounting for 6% of the total number of IPOs, compared with 17% last year. However, although the number is small, large-cap stocks still play a major financing role. The five companies raised a total of 73.3 billion yuan, accounting for 70% of the total IPO funds raised this year.

Among the 76 IPO companies this year, China Coal Energy raised the highest amount of funds, reaching 25.6 billion yuan; China South Locomotive issued the largest number of shares, with 3 billion shares; The number of shares issued by Chuanda Zhisheng, which was listed on June 23rd, is the smallest, only 13 million shares. Teerjia, which went public on February 1st, raised the least amount of funds, amounting to 122.2 million yuan.

At the same time, due to the continuous decline of the market, the increase of IPO on the first day of listing is also very different. Huarui Cast Steel, which was listed on January 16th, issued 54 million shares, raising 580 million yuan, with an opening increase of 206% and a closing increase of 189%. Huachang Chemical, which was listed on September 25th, issued 51 million shares and raised 510 million yuan, with an opening increase of only 75% and a closing increase of 85%.

From the industry point of view, in 2007, 10 financial and insurance companies went public through IPO, while in 2008, the number was 0; Among the IPO companies this year, the two industries with the largest proportion are machinery, equipment, instrumentation and petrochemical plastics, with 16 and 14 companies respectively.

Judging from the month of IPO issuance, there were at least four in March this year; At the peak in May, 18 companies were issued and listed. Up to now, no company has listed on the IPO in the fourth quarter.

It is worth noting that although Shanghai Electric, which landed on the Shanghai Stock Exchange on December 5, was also in the form of IPO, it adopted the method of exchanging shares to absorb the shares of Shanghai Power, and did not raise funds from the market.

The IPO has not been reviewed in the past three months.

Since Huachang Chemical landed in Shenzhen Small and Medium-sized Board on September 25th, the domestic A-share IPO has been at a standstill. Not only that, the IPO audit has also entered a "frozen period". Since the initial application of Hunan Boyun New Materials Co., Ltd. was approved by the Audit Committee of China Securities Regulatory Commission at its 135th meeting in 2008 on September 16, 2008, the Audit Committee has not conducted IPO audit for nearly three months by December 12, 2008.

According to the data of Wind, there are 33 companies that have "passed the meeting" but are still waiting in line for listing, including China Construction, Everbright Securities and China Merchants Securities. Among them, the first application for China Building was approved on June 5th, and it has been more than six months since then.

However, it is not just domestic A-shares that are stagnant in IPO. In the context of the global financial crisis and the sharp turmoil in the stock market, the global IPO process has slowed down significantly, especially in the United States. According to reports, since the last IPO on August 8, the US IPO market has been completely frozen, and there has been no harvest for several months, setting a record for the longest "vacuum period" of US IPOs since Thomson Reuters tracked statistics in 1980. Some people joked that American IPO entered the hibernation period ahead of schedule, and many bankers and investors have basically begun to pay attention to IPO activities next year, but no longer care about the rest of 2008.

  When will the gate open?

Although there are still 13 trading days left in December, the industry believes that the possibility of restarting IPO this year is very small.

According to Wind data, the number of shares released in December reached 25.256 billion, second only to 27.55 billion in August, which was the second largest peak of lifting the ban in the year, and the financial pressure was still great.

Liu Jiazhang, a strategist at National Securities, said that the current market financing function depends entirely on the quality of the market. If there is a cross-year market, there may be some small and medium-sized board IPOs tentatively in January or the first quarter of next year.

Unlike Liu Jiazhang’s optimistic expectations, most people in the industry are relatively pessimistic. Xu Haiyang, chief strategist of Nisshin Securities, said that the current market environment does not have the conditions to restart the IPO, and there is no hope that the IPO will open for at least three months. The economy is located in the deceleration cycle, and the secondary market is expected to expand greatly, which greatly affects the market financing function.

Xu Wei, a strategic researcher at Guojin Securities, also said that it may be at the end of the first quarter and the beginning of the second quarter at the earliest, the Central Economic Work Conference proposed to maintain the stable and healthy development of the capital market, and the management will also consider the market situation more.

At present, the important problem to be solved in the stock market is not to promote more corporate financing, but to solve the "sequela" problem of share reform and expansion reasonably and smoothly. According to the statistics of brokers, the total number of "non-size" lifting the ban will reach 687.024 billion shares next year, which is the highest peak in the history of "non-size" lifting the ban, equivalent to 4.2 times the number of lifting the ban this year. After the lifting of the ban, the proportion of A-share tradable shares in the total share capital will soar from 37% at the end of 2008 to 74% next year.

Xu Haiyang pointed out that the focus of the macro-economy in the future is to maintain growth, and the focus of the capital market in one or two years is to solve the problem of expansion. Even if the newly listed stocks are not considered, the market value of tradable shares will expand by about three times in the next two years. Earlier, it was reported that the audit committee "dismissed" some companies that queued up for the meeting, which also reflected the management’s orientation. The capital needs of more companies may need to be realized through other channels than the stock market.

In addition, for the Growth Enterprise Market, Xu Wei analyzed that the Growth Enterprise Market will be launched when the market is stable, and it may take one or two hundred companies to launch at once when the Growth Enterprise Market is just launched, so that the market scale will rise and it is possible to trade and invest. However, the large-scale launch has great pressure on the market. Therefore, the management will first consider the opening of IPO in Shanghai and Shenzhen stock markets and slowly "release" the companies waiting in line for issuance. (Reporter Wang Jin)
