Explanation of "Proposal of Hainan Provincial Committee of the Communist Party of China on Formulating the 14th Five-year Plan for National Economic and Social Development and the Long-term Target for 2035 (Discussion Draft)"

Entrusted by the Standing Committee of the Provincial Party Committee, I made an explanation to the plenary session on the drafting of the Proposal of Hainan Provincial Committee of the Communist Party of China on Formulating the 14th Five-year Plan for National Economic and Social Development and the Long-term Target for the Year 2035 (discussion draft) (hereinafter referred to as the Proposal Draft).
I. Drafting process of proposal draft
The "Fourteenth Five-Year Plan" period is the first five years for China to build a well-off society in an all-round way and realize the first century-long struggle goal, and it is also the key five years for our province to build a free trade port with China characteristics with high quality and high standards. The provincial party committee regards the preparation of the 14th Five-Year Plan as a major political task this year, and takes it as an important premise to learn and understand the spirit of the series of important speeches and important instructions made by the Supreme Leader General Secretary on the preparation of the 14th Five-Year Plan and on Hainan’s work. On September 27th, the fourth (enlarged) meeting of the Financial and Economic Committee of the Provincial Party Committee and the meeting of the drafting group of the "14th Five-Year Plan" of the Provincial Party Committee were held to study the important speeches made by the General Secretary of the Supreme Leader at five symposiums, including entrepreneurs, grassroots representatives and experts in the economic and social fields, and the important guiding spirit of the online consultation activities for the "14th Five-Year Plan". On October 30th and 31st, the Standing Committee (enlarged) meeting of the provincial party committee and the special study meeting of the provincial party committee were held respectively to convey and implement the important speech of the Supreme Leader General Secretary and the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, and effectively unify thoughts and actions with the decision-making and deployment of the CPC Central Committee.
The drafting of the proposal was carried out under the direct leadership of the Standing Committee of the Provincial Party Committee. As early as April 22nd, the Standing Committee of the Provincial Party Committee deliberated and adopted the Basic Ideas of the 14th Five-Year Plan of Hainan Province. On July 20th, the provincial party committee set up the drafting group of the "14th Five-Year Plan" to strengthen the organization and leadership of the drafting of the planning proposal. During the period, the provincial party committee made many special studies, and relevant provincial leaders also hosted special planning symposiums in different categories.
In the process of drafting the proposal, we always keep in mind the spirit of the important speech and important instructions of the Supreme Leader General Secretary on the preparation of the 14 th Five-Year Plan, persist in promoting democracy, open the door to ask questions and brainstorm ideas, and fully mobilize the enthusiasm of all sectors of society to participate in the preparation of planning proposals. From late August to mid-September, the responsible comrades of the provincial party committee held special symposiums to listen to the opinions and suggestions of provincial veteran cadres, party representatives, deputies to the National People’s Congress, CPPCC members, democratic parties and personages without party affiliation, entrepreneurs and experts and scholars. From late July to early September, the drafting group went deep into cities and counties and Yangpu Economic Development Zone to carry out research, and conducted online consultation activities on the preparation of the 14 th Five-Year Plan on Hainan Daily Client, Nanhai Net and Hainan Learning Platform, a "learning power", and widely listened to opinions and suggestions from all sides. On September 27th, a meeting of the drafting group of the "14th Five-Year Plan" was held to listen to the opinions of the members of the four leading bodies and the drafting group. On October 9th, we solicited opinions from the party committees of cities and counties, 82 provincial party committees, relevant departments of provincial state organs, relevant people’s organizations, and party groups (party committees) of relevant central units stationed in Qionglai. After the Fifth Plenary Session of the 19th CPC Central Committee, it was further revised in the light of the central "14th Five-Year Plan" proposal. During the drafting period, I solicited opinions from provincial leaders such as the Standing Committee of the Provincial Party Committee twice. After summarizing, there were 1314 revised opinions from all sides, and the drafting group carefully sorted out, analyzed one by one and deliberated repeatedly, and absorbed and adopted 996 opinions, with an adoption rate of 75.8%.
Judging from the feedback from soliciting opinions, everyone thinks that the main theme of the proposal draft is clear and prominent, the goal is ambitious and pragmatic, and the task deployment direction is clear, which provides an important basis for compiling the Outline of the 14 th Five-Year Plan. Everyone also fully affirmed the achievements made in the economic and social development of our province during the Thirteenth Five-Year Plan period. They believed that the past five years were the five years with the highest morale, the most energetic and the most outstanding achievements in the whole province, and the five years with the greatest efforts, the most achievements and the most obvious results in comprehensively deepening reform and opening up. In particular, the CPC Central Committee and the State Council issued the "Overall Plan for the Construction of Hainan Free Trade Port" (hereinafter referred to as the "Overall Plan"), which endowed Hainan with new major responsibilities and missions for reform and opening up, and Hainan ushered in a once-in-a-lifetime historical opportunity; The policy effects such as duty-free shopping on outlying islands and visa-free landing have been continuously enlarged, 11 key parks have been listed simultaneously, and the free trade port policy dividend has been continuously released; The modern industrial system supported by the three leading industries has been accelerated, and the proportion of service industry has increased from 54% to more than 60%, and the high-quality economic development has taken solid steps; Decisive victory was achieved in tackling poverty, with 600 poverty-stricken villages listed, and 649,700 poverty-stricken people who set up files and set up cards were all lifted out of poverty; The provincial "multi-regulation integration" reform has achieved remarkable results; "Five networks" infrastructure upgrading, etc. It is believed that these achievements are the result of the correct leadership of the CPC Central Committee with the Supreme Leader as the core, the result of the concerted efforts of Party organizations at all levels in the province, all party member and people of all ethnic groups, and have laid a solid foundation for building a free trade port with high quality and high standards.
In the process of soliciting opinions, various parties put forward many good opinions and suggestions, mainly in the following ten aspects. First, further emancipate the mind, boldly reform and innovate, encourage cadres to take responsibility, and live up to the ardent expectations of the CPC Central Committee and the Supreme Leader General Secretary for Hainan; Second, under the background of free trade port construction, the economic growth rate should be faster during the 14 th Five-Year Plan period; Third, pay close attention to the implementation of the first-stage key tasks identified in the "Overall Plan" and start the island-wide customs clearance operation as soon as possible; The fourth is to closely follow the theme of high-quality development, grasp the connotation of the new development pattern, and reflect Hainan’s responsibility; Fifth, the proportion of modern service industry should be further improved, and a number of 100-billion-level and a number of 10-billion-level parks should be built to cultivate the parks into "locomotives" for the construction of free trade ports; Sixth, benchmark Beijing, Shanghai, Guangzhou, Shenzhen and other advanced regions to create a first-class business environment; Seventh, adhere to the priority development of agriculture and rural areas, and realize the effective connection between consolidating and expanding the achievements of poverty alleviation and rural revitalization; Eighth, adhere to the concept of system, and further promote "a game of chess in the whole province and the urbanization of the whole island"; The ninth is to build a high-level national ecological civilization experimental zone to promote a comprehensive green transformation of economic and social development; Tenth, adhere to the people-centered, and solve the people’s livelihood issues such as prices, education and medical care that people are generally concerned about.
On November 18th, the Standing Committee of the Provincial Party Committee held a special meeting to consider the draft proposal. According to the opinions of the meeting of the Standing Committee of the Provincial Party Committee, the drafting group revised the draft proposal again and formed a draft proposal submitted to this plenary session for consideration. It can be said that the proposal draft is the result of the provincial party Committee’s full development of democracy and cohesion, and it is the crystallization of the collective wisdom of all levels, departments and all walks of life in the province.
II. Main considerations and basic framework of the proposed draft
The overall consideration in drafting the proposal draft is to fully implement the series of important speeches and instructions of the Supreme Leader General Secretary on Hainan’s work, the No.12 Document of the Central Committee and the spirit of the Overall Plan, thoroughly implement the decision-making arrangements made by the Fifth Plenary Session of the 19th CPC Central Committee, closely integrate the reality of Hainan, grasp the new development stage, adhere to the new development concept, build a new development pattern, and take on new responsibilities, show new actions and make new contributions with practical actions of building a free trade port with high quality and high standards. In the process of drafting the proposal, the following principles have been grasped: first, the combination of goal orientation and problem orientation; second, the combination of taking the current situation into account and giving consideration to the long term; third, the combination of comprehensive planning and highlighting key points; fourth, the combination of qualitative analysis and quantitative analysis; and fifth, the combination of giving full play to advantages and filling shortcomings to formulate a forward-looking, strategic and practical planning proposal.
The draft proposal consists of thirteen parts, divided into three sections. The first part is a general introduction, including the first and second parts, which mainly expounds the decisive achievements in building a well-off society in an all-round way, the new opportunities and challenges in the new development stage, the long-term goals in 2035, and the guiding ideology, principles and main goals of economic and social development during the 14 th Five-Year Plan period. The second part is a sub-discussion, which expounds the key tasks of economic and social development during the 14 th Five-Year Plan period in different fields, arranges 10 parts, and clarifies the working ideas and key tasks in key areas such as free trade port construction, industrial development, opening up, scientific and technological innovation, rural revitalization, island-wide urbanization, cultural construction, green development, social construction and rule of law construction, and makes deployment arrangements. The third part is the conclusion, including the thirteenth part and the conclusion, which mainly expounds the contents of strengthening the centralized and unified leadership of the party, building a team of high-quality professional cadres, deepening the reform of the talent system and mechanism, persevering in rectifying discipline and fighting corruption, giving full play to the advantages of the party’s United front, and improving the planning and implementation mechanism.
Third, several key issues that need to be explained
The draft proposal puts forward some major arrangements and arrangements, and here are some brief explanations.
(1) Building Hainan Free Trade Port with high quality and high standards. The construction of a free trade port with China characteristics in Hainan is an important measure of reform and opening up, which was personally planned, deployed and promoted by the Supreme Leader General Secretary. Every step of the construction of the free trade port embodies the care and love of the Supreme Leader General Secretary and the CPC Central Committee. Since "April 13th", General Secretary of the Supreme Leader has given important instructions on the construction of Hainan Free Trade Port for 18 times. In particular, on May 28th this year, General Secretary of the Supreme Leader made important instructions on the construction of Hainan Free Trade Port. At the beginning of October, we gave instructions on the report on the construction of Hainan Free Trade Port; At the opening ceremony of the 3rd China International Import Expo(CIIE) on November 4th, it was pointed out that the construction of Hainan Free Trade Port started smoothly. China will effectively play the leading role of free trade pilot zone and free trade port "; On November 19th, Hainan Free Trade Port was mentioned again in the keynote speech of APEC Business Leaders Dialogue. The central "14th Five-Year Plan" proposal also emphasizes "steadily promoting the construction of Hainan Free Trade Port and building a new highland for opening to the outside world". The ardent expectations of the Supreme Leader General Secretary and the CPC Central Committee and their deep concern for Hainan people have greatly enhanced the confidence and determination of the broad masses of cadres and people in the province to build a free trade port.
It is the core, the most important and the most urgent goal and task of Hainan during the Tenth Five-Year Plan period to thoroughly implement the spirit of the series of important instructions of the Supreme Leader General Secretary on the construction of Hainan Free Trade Port, do a good job in the implementation of the Overall Plan and go all out to build a free trade port. With regard to the attitude and determination to implement it, the provincial party committee has repeatedly stressed that "it is urgent and not slow", and it must have a sense of crisis and urgency, otherwise it will miss the historic development opportunity. In terms of ideas and methods of implementation, we should put system integration and innovation in a more prominent position, connect with international high-level economic and trade rules, and maximize the free and convenient flow of production factors. In grasping the pace and progress of implementation, we should pay close attention to the "control project" and necessary conditions for starting the island’s customs clearance operation before 2025, grasp the relationship between "first-line" liberalization and "second-line" management, and strive for early customs clearance operation.
Therefore, the draft proposal takes accelerating the implementation of the first phase of the construction of the free trade port as the top priority, building the infrastructure, supervision facilities and information systems of open ports and "second-line ports" with high standards, accelerating the implementation of major policies such as "five freedoms, convenience, safety and order", planning major projects, promoting major innovations, and making specific arrangements for achieving more early harvest and early customs clearance operation.
(2) On promoting high-quality development. The central "14 th Five-Year Plan" suggests that the theme of economic and social development during the "14 th Five-Year Plan" period should be to promote high-quality development. High-quality development is a development that can meet the people’s growing needs for a better life, embodies the new development concept, and is a development in which innovation becomes the first driving force, coordination becomes the endogenous feature, green becomes the universal form, openness becomes the only way, and sharing becomes the fundamental purpose. Promoting high-quality development is the fundamental requirement for determining development ideas and formulating policies and measures at present and in the future.
To promote high-quality development, we must implement the new development concept to the letter. In terms of innovation and development, we should adhere to the core position of innovation in the overall situation of modernization, emancipate our minds, make bold innovations, build a distinctive innovation platform, accelerate the construction of "smart Hainan", and build a smart benchmark for global free trade ports. In terms of coordinated development, starting from the outstanding problems of unbalanced and uncoordinated development, we will adhere to the principle of "a chess game in the whole province and the whole island being integrated into the same city" and promote the coordinated development of regions, urban and rural areas, material civilization and spiritual civilization, and economic construction and national defense construction. In terms of green development, we should practice the concept of "Lucid waters and lush mountains are invaluable assets", fully implement the rectification measures of feedback from the central environmental protection inspector and the national marine inspector, and deepen the six special rectification of the ecological environment. We should resolutely reject projects that destroy the ecological environment, even if they create more GDP and more tax revenue, and we should not "find vegetables in the basket" to promote the formation of a green production lifestyle and ensure that the ecological environment can only be better, but not worse. In terms of opening up and development, we should stick to opening up first, build a new highland for opening up to the outside world, build an important hub for participating in the domestic and international double cycle, deeply integrate into the construction of the "Belt and Road", actively implement and serve the regional comprehensive economic partnership agreement, and make Hainan an important open gateway for China. In terms of shared development, we should take the realization, maintenance and development of the fundamental interests of the overwhelming majority of the people as the starting point and the end result of development, and ensure that the dividends from the construction of the free trade port will benefit all the people more fairly.
To promote high-quality development, we must maintain a relatively fast development speed. In soliciting opinions, many comrades suggested that the development speed should be faster under the background of building a free trade port, and live up to the care and love of the CPC Central Committee and the earnest expectations of the people of the whole province. During the "14th Five-Year Plan" period, the economic development of our province is expected to achieve a relatively high growth rate, mainly due to five considerations. From the mission, Hainan shoulders the great mission of building a free trade port with China characteristics entrusted by the CPC Central Committee, and the effectiveness of fulfilling the mission must be reflected in the achievements of development. From the basic point of view, we have made remarkable achievements during the "Thirteenth Five-Year Plan" period, especially the continuous improvement of the infrastructure of the "five networks", the continuous optimization of the industrial structure and investment structure, and the continuous improvement of economic quality and core competitiveness. From the trend, Hainan should rely on the domestic big market, give full play to the advantages of the free trade port policy, actively participate in promoting the construction of a new development pattern, do a good job in Hainan articles, and make Hainan contributions. From the main point of view, there are currently more than 1.159 million market players in the province. It is estimated that from April 13th, 2018 to April 13th next year, the number of new market players is expected to exceed the sum of the past 30 years, reflecting the market’s confidence in the free trade port and its enthusiasm for participating in Hainan’s development, and the momentum is still growing. From the perspective of layout, the reform of "multi-regulation integration" has been deepened, the direction of industrial development has become clearer, and a number of controlling, basic and leading projects such as "Smart Hainan" have been accelerated. This has provided a solid support for the realization of high-speed growth during the 14 th Five-Year Plan period.
To promote high-quality development, we must further optimize the economic structure. The "April 13th" important speech of the Supreme Leader, the 12th Document of the Central Committee and the General Plan all put forward clear requirements for building a modern economic system. Hainan should take the development of tourism, modern service industry and high-tech industry as the leading factor, and emphasize the all-round development of people to fully stimulate the vitality and creativity of development. From the perspective of the world’s major free trade ports, the service industry occupies an important position in the modern industrial system. For example, the added value of the service industry in Singapore and Dubai accounts for more than 70% of the domestic or regional GDP, and Hong Kong has reached more than 90%. According to the actual situation of our province, the modern service industry has the fastest development speed and the greatest potential, and it is the leading industry that drives the economic growth of our province. To this end, the proposed draft proposes to aim at the international advanced level, promote the optimization and upgrading of the service industry, focus on the development of modern service industries such as trade in goods and services, modern logistics and modern finance, and form an industrial structure dominated by a service-oriented economy. By 2025, the added value of the service industry will reach more than 65%, creating a model for high-quality development.
(3) Promoting the construction of a new development pattern. The Fifth Plenary Session of the 19th CPC Central Committee clearly proposed to speed up the construction of a new development pattern with the domestic big cycle as the main body and the domestic and international double cycles promoting each other. This is a major decision made by the CPC Central Committee with the Supreme Leader as the core according to the changes in China’s development stage, environment and conditions, and it is a strategic choice to adapt to the new requirements of China’s development stage and shape new advantages in international cooperation and competition. The Fifth Plenary Session of the 19th CPC Central Committee demanded that to build a new development pattern, on the one hand, we should seize the strategic base point of expanding domestic demand, promote structural reform on the supply side, improve the adaptability of the supply system to domestic demand, and form a higher level dynamic balance of demand pulling supply and supply creating demand; On the other hand, the new development pattern is an open domestic and international double cycle. We should open wider to the outside world at a higher level, make China a powerful gravitational field to attract high-quality global resource elements, and promote mutual benefit and common prosperity and development between China and other countries.
How to grasp the strategic connotation of accelerating the construction of a new development pattern from the overall situation and strategic height, and how to play a leading and driving role in the new development pattern, Hainan should focus on the following three aspects.
The first is to create an open new highland. Hainan, adjacent to Southeast Asia, has the advantages of utilizing two domestic and international markets and resources, superimposing a free trade port policy with global influence, and is fully qualified to build a regional international trade center, connecting the two major domestic and international cycles, providing consumers with more and better products and services, and leading and creating richer new demands; We have the conditions and advantages to lead in the double cycle and better form new advantages in participating in international economic cooperation and competition.
In terms of opening wider to the outside world, it is necessary to meet the international high-level economic and trade rules, promote the free and convenient flow of trade, investment, capital, personnel entry and exit, and transportation, integrate into the global industrial chain and international division of labor, and attract global resource elements to gather; It is necessary to strengthen cultural exchanges and communication with foreign countries, promote culture to go abroad, and enhance the attractiveness of cultural products. Accordingly, the proposed draft puts forward measures such as building an international shipping hub and aviation hub for the new land-sea passage in the west, building a four-hour and eight-hour flight economic circle and building a platform for cultural, educational, agricultural and tourism exchanges on the 21st century Maritime Silk Road.
In terms of opening wider to the outside world, we should overcome the unfavorable factors of raw materials and markets, give full play to the advantages of "relying on the super-large domestic market and hinterland economy", promote the coordinated development and strategic docking between regions, and guide mainland enterprises to develop headquarters economy, develop new formats and open up new markets in Qionglai. Accordingly, the draft proposal puts forward measures such as promoting the coordinated development with Guangdong-Hong Kong-Macao Greater Bay Area, deepening the cooperation between Guangdong, Guangxi and Qiongzhou, and building the Qiongzhou Strait Economic Belt.
The second is to build an international tourism consumption center with world influence. China has a population of 1.4 billion, the per capita GDP has exceeded $10,000, and the middle-income group has exceeded 400 million. It is the largest and most potential consumer market in the world. Under the influence of the shrinking global market and the COVID-19 epidemic, the importance of expanding domestic demand as a strategic basis is even more prominent. Hainan has a unique ecological environment and rich tropical resources, and tourism is Hainan’s beautiful business card. During the Golden Week of November this year, the amount of duty-free shopping in the province’s outlying islands reached 1.04 billion yuan, a year-on-year increase of 148.7%. During the "Fourteenth Five-Year Plan" period, we should actively integrate into the domestic cycle, make good use of the "golden signboard" for duty-free shopping on outlying islands, stimulate domestic demand, and attract Chinese residents to spend overseas; It is necessary to practice hard to enhance the competitiveness and attractiveness of tourism, attract the world’s top consumer brands to settle in and lead the international tourism consumption trend; It is necessary to promote the integration of tourism and culture, develop new cultural consumption formats, and make the people of the province feel more experienced and the people of the whole country feel more gained. Therefore, the draft proposal proposes measures such as holding the China International Consumer Goods Expo at a high level, creating the first destination to replace outbound tourism and shopping in China, attracting famous events to settle down, promoting the construction of cruise tourism pilot zone and yacht industry reform, development and innovation pilot zone, and strengthening cultural entertainment, festivals and exhibitions.
The third is to expand and optimize effective investment. Investment is the key support for steady growth, structural adjustment and employment promotion, and it is also the stabilizer and booster for economic and social development. The construction of Hainan Free Trade Port must be promoted by one project and one investment. To accelerate the construction of a new development pattern, we must give play to the key role of investment in optimizing the supply structure. Since "April 13th", we have strengthened the project investment to promote the construction of the free trade port, and adhered to the principle of "bi-monthly centralized contract signing and single-month centralized construction". In the past two years, 1,331 projects have been started intensively with a total investment of 607.7 billion yuan, achieving a smooth start in the construction of the free trade port. In the first three quarters of this year, the province’s fixed assets investment increased by 8.4% year-on-year, ranking fifth in the country in terms of growth rate. However, the construction of free trade port still needs a lot of investment, especially in key parks, "five networks" infrastructure, new industrialization, informationization, urbanization, agricultural modernization and public services, and we still have great potential. During the "Fourteenth Five-Year Plan" period, we must further optimize the investment structure, maintain a reasonable growth of investment, give play to the role of government investment, stimulate the vitality of private investment, and speed up the filling of shortcomings. To this end, the proposed draft proposes to implement a number of major infrastructure projects, lay out new infrastructure in advance, and build a modern infrastructure system; Promote new urbanization with people as the core, implement urban renewal actions, and steadily promote the transformation of old urban areas, shanty towns and old communities; Fill in the shortcomings and weaknesses of urban and rural public infrastructure construction and improve urban and rural public service capabilities.
(four) on the "Fourteenth Five-Year Plan" period and the economic development goals by 2035. When determining the economic development goals, we conscientiously implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, maintain a high degree of consistency with the No.12 Document of the Central Committee and the Overall Plan, and fully consider the development environment at home and abroad and the reality of our province, so as to be both inspiring and practical.
On the economic development goals during the Tenth Five-Year Plan period. In the process of soliciting opinions, some cities, counties, departments, experts and scholars clearly put forward that the economic development of our province should achieve a relatively high growth rate during the 14 th Five-Year Plan period. General Secretary of the Supreme Leader pointed out in the explanation of the central "14th Five-Year Plan" proposal that it is entirely possible for the whole country to double its economic aggregate or per capita income by 2035. Considering our province’s small economy, strong late-comer advantage and lower per capita GDP than the national average, the drafting group, after careful study and calculation, believes that our province has the conditions, hope and potential to achieve a higher economic growth, and the regional GDP is expected to double by 2025. To this end, the draft proposal emphasizes the speed of development while guiding all aspects to focus on the quality and efficiency of development, and puts forward that the economic growth rate of our province during the 14 th Five-Year Plan period ranks among the top in the country, and the regional GDP achieves an average annual growth of more than 10%, and the per capita regional GDP ranks among high-income regions.
About the goal of economic development by 2035. Considering the continuous release of the free trade port policy dividend, our province’s economy is expected to maintain a relatively high growth rate in the next 15 years and achieve a historic leap. To this end, the proposed draft proposes that by 2035, our province should be at the forefront of the country in socialist modernization, and the system and operation mode of the free trade port will be more mature and become a new highland of China’s open economy; The economic aggregate and the per capita income of urban and rural residents have reached a new level; Build a modern economic system and form a number of trillion-dollar industries such as the Internet, consumption (including duty-free shopping), health and education, tourism, culture and sports; Initially build a beautiful new Hainan with economic prosperity, social civilization, ecological livability and people’s happiness.
The proposal of the provincial party committee mainly focuses on the general direction, and comprehensively considers various factors. The draft proposal adopts a qualitative expression with quantitative implications for the economic development goals during the "14th Five-Year Plan" period and by 2035. When compiling the Outline of the Tenth Five-Year Plan, corresponding quantitative targets can be put forward on the basis of careful calculation.
(5) On the construction of a people-centered free trade port. When General Secretary of the Supreme Leader visited Hainan in 2013, he called for speeding up the construction of a beautiful new Hainan with economic prosperity, social civilization, ecological livability and people’s happiness, which reflected the people-centered development thought. The Seventh Provincial Party Congress and the No.12 Document of the Central Committee all take the construction of a beautiful new Hainan as the development goal, with the aim of making the people live a good life and have a sense of gain, happiness and security. In June this year, the provincial party committee held an on-the-spot meeting to fully implement the important exposition of the Supreme Leader General Secretary on "Well-off society is not well-off, and the key is to look at fellow villagers", and to mobilize and redeploy Hainan to win the final battle of poverty alleviation and build a well-off society in sync with the whole country, also for this development goal.
During the "Thirteenth Five-Year Plan" period, we resolutely won the battle against poverty, and all the key counties in poverty alleviation and development in five countries took off their hats and won the excellent evaluation of the effectiveness of poverty alleviation for two consecutive years; Every year, more than 70% of fiscal revenue will be invested in people’s livelihood, 102 schools and 49 hospitals will be introduced, and a social security system covering the whole people will be basically completed. However, we should also be soberly aware that 80% of the land in our province is in rural areas, and more than 60% of the registered population is in rural areas. The development of agriculture and rural areas is not sufficient, and there is a big gap between urban and rural regional development and income distribution. This is the biggest provincial situation in Hainan and the biggest shortcoming in the construction of a free trade port. In the new journey of building a socialist modernized country in an all-round way, we must always adhere to the people-centered principle, continue to carry forward the spirit of the SAR of "being bold and daring to try, being the first, and working hard" and the spirit of "being rooted in the soil, persevering and selfless dedication", promote fairness and justice, and ensure that the fruits of reform and development benefit all the people. To this end, the draft proposal proposes to improve the income level of urban and rural residents, implement the employment priority policy, build a high-quality education system, improve the social security system, promote the construction of a healthy Hainan, improve the multi-level housing security and supply system, and effectively link the achievements of consolidating and expanding poverty alleviation with rural revitalization, so that all people will take solid steps towards common prosperity by 2035.
(six) on the prevention and resolution of major risks. In his important speech at the Fifth Plenary Session of the 19th CPC Central Committee, General Secretary of the Supreme Leader stressed that it is necessary to properly handle the relationship between development and security, and implement security development in the whole process of development. The General Secretary repeatedly told Hainan to strengthen the construction of risk prevention and control system, and made a series of important instructions on drawing lessons from three "ups and downs" in Hainan’s history and preventing and resolving risks, which provided important guidance for us to coordinate all work.
In recent years, the provincial party Committee has always adhered to the bottom line thinking and unswervingly promoted the work of preventing and resolving major risks. For example, in terms of real estate risk prevention and control, we have made a series of measures to regulate real estate with the determination of a strong man to break his wrist. From the implementation of the "two suspensions" policy in 2016 to the implementation of global purchase restriction in 2018, we will resolutely curb speculation and promote the sustained and healthy development of the real estate industry. In terms of risk prevention and control of goods trade, the Provisional Regulations on Anti-smuggling in Hainan Province was formulated and implemented, and the construction of provincial big data management bureau, data hall and social management information platform was accelerated, and three solid defense lines, namely, offshore, shoreline and island, were built, which formed a strong deterrent to all kinds of smuggling activities. In the aspect of ecological environment risk prevention and control, adhere to the principle that all new projects are not allowed to cause incremental pressure on the ecological environment to ensure that the ecological environment can only be better and not worse. In terms of risk prevention and control of social governance, Tiequan banned drugs and gambling, and carried out a special struggle to eliminate evil and ensure social harmony and stability.
With the deepening of the construction of the free trade port, the level of opening up is gradually improved, and the uncertainties and unstable factors are increasing, and the risks and challenges will become more severe. If these risks are not managed well, they will easily interfere, hinder and delay the comprehensive deepening of reform and opening up, and may even make directional mistakes. To this end, the proposed draft proposes to improve the governance ability to prevent and resolve various risks, focusing on risk prevention and control in trade, taxation, finance, data flow, public health, safety production and other fields to ensure that systematic risks do not occur.
(seven) on adhering to the concept of system. In his important speech at the Fifth Plenary Session of the 19th CPC Central Committee, General Secretary of the Supreme Leader emphasized that the concept of system is a basic thought and working method. China’s development environment is facing profound and complex changes, the problem of insufficient development imbalance is still outstanding, and the contradictions in economic and social development are complicated. We must plan and solve them from the perspective of system concept, and comprehensively coordinate and promote work in various fields and socialist modernization. The complexity, sensitivity and hardship faced by the construction of free trade port are no less than those at the beginning of reform and opening up. We must adhere to systematic planning and overall planning, resolutely break the piecemeal adjustment and piecemeal minor repairs, resolutely break the barriers between departments and regions, and resolutely break the restrictions of system blocks to achieve the unity of development quality, structure, scale, speed, efficiency and safety.
The proposed draft highlights forward-looking thinking, overall planning, strategic layout, and overall promotion, and runs through the whole text with the concept of system, emphasizing the integration and innovation of systems in a prominent position, initially establishing a free trade port policy system, and removing institutional and institutional obstacles that hinder the market-oriented allocation of production factors and the circulation of goods and services; Emphasize the adherence to "a game of chess in the whole province, the whole island being the same city" and establish a more effective new mechanism for coordinated regional and urban-rural development; Emphasize building a first-class business environment, adhere to the five-level secretary to optimize the business environment, and improve the working mechanism of party Committee leadership, government responsibility, participation of all parties and social supervision; Emphasis is placed on deepening the reform of the large-scale department system, and the matters with similar functions and similar business scope are relatively concentrated.
Comrades! It is the main task of this plenary session to consider and adopt the "14 th Five-Year Plan" and the long-term goal proposal for 2035. Doing this work well is of great significance to guiding the compilation of the Outline of the Tenth Five-Year Plan and leading the economic and social development during the Tenth Five-Year Plan period.
