"Heart disease" comes from a local commercial concrete company called Dilong. According to the national enterprise credit information publicity system, Pizhou Pheretima Commercial Concrete Co., Ltd. (hereinafter referred to as Pheretima Company) was established in 2007 with a registered capital of 28 million yuan. However, since its establishment, the company has caused pollution to the surrounding areas, and the surrounding residents have reported it for 8 years, and it has never been fruitful.

The town-run Fengwafang Primary School is next door to the Dilong Concrete Factory, which is separated by a wall. There is often a thick layer of dust on the windows in schools. When the vehicle passes by, it is even "only dust but no car". Therefore, the villagers hope that it can move out of densely populated residential areas as soon as possible.

Netizens broke the news, using PH test paper to detect sewage, and the test paper immediately turned black.

Relevant government departments have also noticed the problems of earthworm company.

According to the field investigation, the school is separated from the earthworm company only by a wall, and a sewage ditch flows out from the south wall of the earthworm company, extending to the school gate and gradually opening up, with a maximum of nearly two meters, which is discharged in the open air. The sewage is bluish-brown, with thick cement turbidity, about 30 meters in length, and directly discharged into the drainage ditch on the west side.

The disposal suggestion given by the bureau is that the Environmental Protection Bureau and the Yunhe Town Government jointly interview the person in charge of the earthworm company. At the same time, earthworm company is required to standardize the way of wastewater discharge and lay underground drainage pipe network.

According to official website of Pizhou Environmental Protection Bureau,In August, 2015, Pizhou Environmental Protection Bureau issued a written decision on administrative punishment of earthworm company. According to the decision, the commercial concrete production project and supporting environmental protection facilities of earthworm company "have not been accepted or approved for trial production by the environmental protection department, and the main project has been officially put into production without authorization, and pollutants have not been discharged without a sewage permit".In March 2015, the Environmental Protection Bureau ordered the unit to stop the sewage discharge immediately, but during the on-site inspection in June of the same year, it was found that the sewage discharge had not stopped.

In this regard, Pizhou Environmental Protection Bureau once again ordered the earthworm company to stop production immediately, with a total fine of 180,000 yuan.

According to Article 77 of the Regulations on the Prevention and Control of Air Pollution in Jiangsu Province, if air pollutants are discharged without a pollution discharge permit, "the competent administrative department of environmental protection shall order it to stop pollution discharge or restrict production, stop production and rectify, and impose a fine of not less than 100,000 yuan but not more than 1 million yuan; If the circumstances are serious, it shall be reported to the people’s government with the right of approval and ordered to suspend business or close down.
