  Bai Moumou holds a special operation certificate for welding and hot cutting. When law enforcement officers log on to the "National Work Safety Examination" platform and scan the QR code of the electronic photo of Bai Moumou’s certificate, it shows that "the number of the certificate file is wrong, please contact the issuing authority for verification". However, the "page" query popped up by scanning the QR code of the certificate through the WeChat "sweep" function shows that Bai Moumou is qualified for "welding and hot cutting operations" and the certificate is within the validity period. At first glance, the "page" is almost identical to the official website page.

  Liu Zhenyuan, Deputy Procurator-General of Beijing Railway Transport Procuratorate: "When comparing the real official website with the fake one, you can first see the website address. The real official website is gov.cn, and at the same time, there will be the authentication of the party and government organs in front of the search engine. After entering this website, you can find that the real website can provide electronic certificate download, but the fake website does not have this function."

  Law enforcement officers also verified with the issuing authority printed on the certificate, and finally confirmed that the special operation certificate held by Bai Moumou was a forged certificate.

  Through these clues, law enforcement officers judged that the false certificate held by Bai Moumou was not a case. After the law enforcement officers imposed administrative punishment on Bai Moumou, they immediately asked the procuratorate to intervene in the case.

  Special operation certificate is related to safety production and human life, and is also regarded as "safety certificate" for construction operation. So, where do these fake "safety certificates" come from? What links does this gray-black industrial chain include?

  According to reports, the criminal suspect Sun Moumou is the most upstream. He first paid people to make fake websites, and then developed a number of agents to find and collect people who spent money to buy fake special operation certificates through online social software, online merchants and offline. By the person who is responsible for the false certificates, the false certificates are made and sent to the corresponding offline agents, and finally to the buyers.

  The personnel who make fake certificates only need to fill in the identity information of the purchaser on the background management page of the fake website, and they will automatically generate a fake special operation qualification certificate, scan the QR code on the certificate, and open the fake official website. The name of the issuing authority, the validity period and the type of work information on the fake certificate are readily available.

  According to the background data of the fake website opened by criminal gangs, more than 500,000 people pay attention to the website, and more than 19,000 people have purchased forged special operation certificates. The construction types cover 39 high-risk operations such as electric welding, aerial work, lifting and signaling.

  In May 2023, the Beijing Public Security Bureau handled the case and went to several provinces to arrest and arrested more than a dozen criminal suspects who made fake websites.

  For the downstream certified personnel, the middle-stream intermediary traders and the upstream counterfeiting sources screened out, the Beijing procuratorate took a classified and graded crackdown in the process of handling cases.

  Although this special operation certificate counterfeiting gang has been cracked, are there still people with fake certificates? At present, there are more than 3,000 construction sites registered in Beijing. These sites are widely distributed and the construction workers are highly mobile. It is far from enough to quickly lock in those who hold false certificates. The Beijing procuratorate has developed and established a legal supervision model for cases involving special operation certificates for safety production, which connects the information of on-site construction workers in the housing and construction sector with the information of the certificate verification platform of the emergency management department and the housing and construction department.

  After data comparison, more than 300 people suspected of holding false certificates in Beijing were finally found out.   In recent years, accidents caused by illegal operations have occurred from time to time because employees hold false certificates of special operation certificates or fail to obtain certificates.

  In addition to the phenomenon of forging the operation certificate of special operations, there is another kind of operation certificate that is true, but the holder has not passed strict training and does not have the corresponding operation skills or safety knowledge. This phenomenon is called "false real certificate".

  Wu Junrong: "The first category is true false certificates, which mainly refer to false certificates forged by criminals and cannot be found on the government’s inquiry website;" The second type of false certificate belongs to the false true certificate, which refers to the certificate obtained by practicing fraud during the training and examination, such as compressing the training duration during training, not training according to the outline, practicing fraud during the examination, or even cheating. "

  The so-called "false real certificate" is mainly because there are still some outstanding problems in the safety technical training and assessment of special operators. For example, some institutions falsely publicize that the special operation certificate has been packaged and exempted from examination; Some training institutions do not teach according to the syllabus, and the training is fraudulent; Some examination institutions (including examination points) are lax in invigilation, regardless of examination and training, conniving at, participating in and even organizing candidates to cheat; There are also individual training and examination institutions that collude with each other to sell certificates, resulting in "false real certificates", that is, special operation certificates obtained by practicing fraud in training and examination, or even not taking part in training and examination, are circulating in the market.
